Preferential Parking Requests
INTRODUCTION
This report recommends that the city Council instruct the City
Attorney to prepare an ordinance modifying the existing time
restrictions for Preferential Parking Zone C and Zone I adjacent
to the Main street area and notify the circulators of petitions
from the three other areas that the requests do not meet the
criteria.
BACKGROUND
The City Council has instructed city Staff to present requests
for preferential parking zones twice a year, 60 days before the
mid-year budget review and 60 days before the adoption of the
budget. In addition, Council requested an update on all the
existing preferential parking zones and an analysis regarding the
effect the preferential parking zone has had on adjacent
residential streets.
City staff has provided a separate
Information Item on the status of the existing preferential
parking zones.
ENABLING ORDINANCE CRITERIA
The enabling ordinance requires that the parking surveys and
studies determine that: 1) non-resident vehicles substantially
and regularly interfere with the use of the majority of available
public streets; 2) non-resident vehicles interference occurs at
regular

non-resident vehicles parked in the area of the proposed zone
cause or are the source of unreasonable noise, traffic hazards,
environmental pollution, or devaluation of real property in the
area of the proposed zone; 4) no unreasonable displacement of
non-resident vehicles will result into surrounding neighborhoods;
5) a shortage of reasonably available and convenient
residential-related parking spaces exists in the area of the
proposed zone; and 6) alternative solutions are not feasible or
practical. If a proposed Preferential Parking Zone meets the
criteria, City staff will recommend to city council adoption of
the Preferential parking Zone. city council must adopt an
ordinance to establish a Preferential Parking Zone.
REQUESTED PREFERENTIAL PARKING ZONES
City staff has received four requests for preferential parking
zones. The first request was for preferential parking on Marine
street between Lincoln Boulevard and 7th Street, including Ruskin
and Bentley street. This mixed single and mul ti-family
residential neighborhood was concerned about the lack of daytime
on-street parking. Parking surveys conducted by City staff
indicate approximately 30 percent of the on-street parking is
used by non-resident vehicles. staff review indicates the area
does not meet any of the criteria established in the enabling
ordinance.
The second request for a zone is on Franklin street between
Santa Monica Boulevard and Broadway. This mUlti-family
residential area was concerned about the intrusion of
non-residential parkers associated with the auto repair shop at
the corner of Santa Monica Boulevard and Franklin street.

The analysis of the parking data and the review of the
preferential enabling ordinance indicates that the requested zone
meets the following criteria: 1) non-resident vehicles interfere
with the use of the majority of available on-street parking
(50-55 percent); 2) non-resident vehicles interference occurs at
regular intervals (between the hours of 9 am and 6 pm); and 3) a
shortage of reasonably available and convenient residential
parking spaces exists in the area of the proposed zone.
The zone does not meet the criteria that no unreasonable
displacement of non-resident vehicles will result into
surrounding neighborhoods. The residents are now working with
residents on adjacent streets to collect the necessary signatures
for preferential parking.
The third request for preferential parking is to modify the
existing preferential parking Zone C. Zone C is bounded by Ocean
Park Boulevard, Main street, 4th street and the south city
limits. The existing prohibitions restrict parking between the
hours of 6 pm and 2 am, daily. staff has received a request to
modify the restrictions to "2 hour parking, 9 am to 6 pm, no
parking 6 pm to 2 am" on Second street between Ocean Park
Boulevard and the south city limits.
City staff's parking surveys indicate that the average
occupancy rate of on-street parking on Second Street by
non-residential vehicles is between 50 and 55 percent between the
hours of 9 am and 6 pm. The peak on-street non-residential
parking occurred at 1 pm. The peak hour occupancy rate for
non-residential use was approximately 65 percent.
The analysis of the parking data and the review of the

preferential enabling ordinance indicates that the requested zone
meets the following criteria: 1) non-resident vehicles interfere
with the use of the majority of available on-street parking
(50-55 percent): 2) non-resident vehicles interference occurs at
regular intervals (between the hours of 9 am and 6 pm}: and 3) a
shortage of reasonably available and convenient residential
parking spaces exists in the area of the proposed zone.
The zone does not meet the following criteria: 1) no
unreasonable displacement of non-resident vehicles will result
into surrounding neighborhoods: and 2) alternative solutions are
not feasible or practical. These two criteria would be met if the
city decides to build additional parking in the Main street area
to meet the existing demand for off-street parking by the
existing area businesses.
City staff proposes to establish a "no parking 9 am to 2 am"
preferential parking zone after additional parking is provided in
the area to meet the existing demand for off-street parking by
the existing area businesses. However, we do not recommend any
modifications to the existing zone at this time.
The fourth request for preferential parking is to modify the
existing preferential parking Zone I. Zone I is the area bounded
by 3rd street, Strand, Ocean Park Boulevard and Main street (not
including Main street). The existing parking restrictions are
none hour parking, 9 am to 6 pm, no parking 6 pm to 2 am". This
zone has generated the most complaints from area businesses
regarding the adverse effects on their businesses. city Council
instructed staff to review the area to determine if any changes
should be made to the zone.

The analysis of the existing preferential parking zone
indicates that Strand Street is currently parked at capacity and
even with the one hour parking restrictions about 30 percent of
the parkers are not residents. The parking on the remaining
streets in the zone experience up to 50 percent of the on-street
capacity being utilized by residents between the hours of 9 am
and 6 pm.
Staff proposes to keep the existing parking restrictions on
strand and change the parking restrictions on the remaining
streets from one hour to two hour parking between the hours of 9
am and 6 pm.
FISCAL/FINANCIAL IMPACTS
The proposed changes to the preferential parking zone are only
in the hours which the preferential parking zones will be in
effect. It is not expected to increase or decrease the number of
permits sold.
The implementation of
Preferential Parking Zone
daytime parking restrictions in
C may require additional parking
enforcement.
RECOMMENDATION
It is recommended that City Council:
1) Instruct the City Attorney to prepare an ordinance
establishing "two hour parking, 9 am to 6 pm" parking
in Preferential Parking Zone I on all the streets in
the zone except for Strand street.
2) Instruct the city Attorney to prepare an ordinance
establishing a "No Parking 9 am to 2 am" preferential
parking in Preferential Parking Zone C to go into

effect after additional parking is developed to meet
the existing parking demand of the existing business
on Main Street adjacent to Zone C.
3) Instruct Planning Staff to prepare initial study and
negative declaration for the proposed changes in Zone I
4) Instruct Staff to advise the circulator's of petition
for each of the four requests on the results of the
City's actions.

large number of nonprof1t private community groups wlth offlces in this
area Many of these organizations rely on volunteers from throughout
Santa Monica. and most business is conducted from 900 a.m. unt il 6.00

The current preferential parking system is a workable compromise
between the needs of most residents for parking after 6:00 p.m., and the
needs of commun1ty groups l1ke ours for park1ng during the day Many
volunteers have Ilm1ted funds} and further limitmg parking will
discourage their mvolvement in activ1ties benefiting all area residents
I urge you to reject the proposal to modify the existing time restrictions.
