Recommendation to Establish Preferential Parking
Zones Throughout the city
Introduction
This staff report requests the City Council to direct the City
Attorney to prepare an ordinance establishing preferential
parking zones (see Exhibit A) for the following locations.
1. California Avenue between 17th street and 20th Street.
2. pine street and Maple street between Lincoln Boulevard and
10th street.
3. 29th street between Ocean Park Boulevard and Pearl Street.
4. 21st Street and 22nd street between Wilshire Boulevard and
California Avenue.
5. Franklin street between Wilshire Boulevard and Arizona
Avenue.
Backqround
Residents on the streets mentioned above have submitted to staff
the required petitions and request to establish preferential
parking zones in their neighborhoods. The proposed parking zones
are primarily mUlti-family residential with some single family
development. Staff has conducted surveys of the areas that
provide the necessary background

required by the enabling ordinance. staff has determined that
all of these areas meet the criteria in the enabling ordinance
(see Exhibit B) for establishment of preferential parking.
1. California Avenue is primarily mUlti-family residential. The
area between 17th street and 20th street is impacted by long term
non-resident parkers from commercial establishments along
Wilshire Blvd. The 1800 and 1900 block have consistantly
provided qualifying signatures for preferential parking.
However, the 1700 block has not qualified for preferential
parking based on insufficient signatures. staff recommends
preferential parking for all of California Avenue bordering Zone
K. We also recommend that only California Avenue between 18th
street and 20th street be posted preferential parking, and that
the remaining block only be posted when City staff received a
qualifying petition from this block. The restrictions on the
proposed zone would be consistent with the existing Zone K "Two
Hour Parking Monday through Saturday, 9 a.m. to 8 p.m. Except by
Permit".
2. Pine street and Maple street are primarily single family
residential and are adversely impacted by a car rental agency
using nearby side streets for parking their vehicles. There is
sufficient on-street metered parking to meet the demand of
non-resident parking. The recommended parking restrictions are
"No Parking 8 a.m. to 6 p.m. Daily Except by Permit".
3 . Twenty-ninth street between Ocean Park Boulevard and Pearl
street is primarily a single family residential area and is

impacted by nearby commercial businesses using this street for
employee parking and vehicle storage. There is sufficient parking
available in the area at local private parking lots. It is
recommended that this zone be included in the adjacent existing
Zone H and that the parking restrictions will be consistant with
Zone H. These parking restrictions are: IITwo Hour Parking 9 a.m.
to 6 p.m. Except by Permit Monday through Fridayll.
4. Twenty-first street and Twenty-second street between Wilshire
Boulevard and California Avenue are primarily multi-family
residential. Both streets are now requesting IlTwo Hour Parking 9
a.m. to 9 p.m. Daily, Except by Permit". Twenty-second street
between Wilshire Boulevard and California Avenue is existing
preferential parking Zone "0". Zone "0" is "Two Hour Parking 9
a. m. to 6 p. m. Monday through Saturday, Except by Permit II .
Twenty-first Street was approved for daytime preferential parking
by City Council January 23, 1990. They also requested nighttime
preferential parking, but at that time did not qualify. It was
determined by staff that 21st and 22nd Streets were impacted by
the same non-resident parkers and therefore should be one zone.
Staff now have qualifying signatures for 22nd street for
nighttime parking. staff is therefore requesting that Zone 11011
include 21st and 22nd streets and the parking restriction read:
"Two Hour Parking 9 a.m. to 9 p.m. Daily Except by Permit".
5. Franklin street between Wilshire Boulevard and Arizona Avenue
is primarily mUlti-family residential. This area is heavily
impacted by long term non-resident parkers from the office
building located at the southwest corner of Wilshire Boulevard

and Franklin street. There is sufficient parking in the office
building's parking structure to accommodate the employees'
parking needs.
The recommended parking restrictions are "Two
Hour Parking Monday through Friday, 8 a.m. to 6 p.m., Except by
Permitll.
BUdget/Financial Impact
It is estimated that approximately 525 permits will be purchased
by area residents in the proposed zones. This will generate
approximately $7,875 annually in additional revenue which will be
received in fiscal year 1991/92. Installation of signs will be
done by City crews. The Department's current budget should be
sufficient to finance necessary expenditures involved with
establishing these zones.
Recommendation
It is recommended that the city Council:
A) Direct the City Attorney to prepare ordinances to establish
preferential parking zones as outlined in this staff report;
and
B) Direct the Planning staff to conduct an environmental
evaluation of the proposed zones.
