Subject: Establishment of Preferentla1 Parking Zones on Fraser, Hart and
Wadsworth Avenues, ard on the North Side of Ocean Park Boulevard
between Barnard Way and Nellson Way.
Introduction
This report recommends Clty Council instruct the City Attorney to prepare
an ordinance establishing a preferential parklng zone on Fraser, Hart and
Wadsworth Avenues, and on the north side of Ocean Park Boulevard between
Barnard Way and Nel1son Way (Attachment 1).
Background
On April 22, 1980, City Council adopted an enabling ordinance to establlsh
preferential parking zones. The criteria to establish preferential parking
zones shall be based on the following criteria:
1. Non-resldential vehicles interfere wlth the use of the majorlty of avail-
able public street or alley parklng spaces by adjacent residents;
2. The interference by non-resident vehlcles occurs at regular lnterva1s;
3. Non-residential vehlcles parked in the area of the proposed zone cause
or are the source of unreas0nable noise, traffic hazards, er.vironmental
pollutlon, or devaluatlon of real property;
4. No unreasonable displacement of non-resident vehicles wlll result into
surrounding neighborhoods;
5. A shortage of reasonably available and convenient residential related
parking, and
6. Alternatlve solutions are not feasible or practical.

Staff has received and verlfied the petitlon signed by at least two thirds
of the dwelling units comprlsing not less than 50 percent of the developed
frontage of the areas proposed for deslgnation. Staff has completed sur-
veys and studies of the subject area. We have advised the representatlves
of the petitioners of their responsibllity of notifying all affected residents
and of presenting verlfication of such notification to the Parking and Traffic
Engineer prlor to the first reading of the proposed ordinance.
Staff conducted parking surveys at varlOUS times during the week and weekends
to determine the effect of non-residentla1 vehicles parklng with1n the study
area. The study area is entlrely residential w1th very limited off-street
parking. Therefore, the residents are dependent upon the on-street parking.
Analys1s of our data 1ndicates a h1gh occupancy rate during non-peak periods.
The overall occupancy exceeded 90 percent on all the streets 1n the study area.
A ninety percent parking occupancy rate 15 considered capac1ty. The peak
periods are considered days when the weather attracts people to the beaches.
During the peak periods the parking occupancy exceeds 100 percent with a high
of 167 percent. An occupancy rate over 100 percent indicates vehicles parking
illegally (i.e. red curb areas).
Staff has determined there 1S a shortage of reasonably ava11able and conven-
ient on-street parking 1n the proposed preferential parking zone. Staff be-
lieves a preferential parking zone will not solve the park1ng probleMS within
the study area, but will reduce the competition for available on-street park-
1ng between residents and persons going to the beach. Without the preferen-
t1al park1ng zone the problem may increase if the prooosed beach parking lot
fee is 1ncreased from $2 to $3.

Based upon Staff's time to conduct the necessary surveys, prepare Staff
reports, install and maintaln the signs, administrate the program and en-
force the proposed zone lt is estlmated the parklng permlts will cost $10
per permit annually.
A coastal permit may be required for the proposed preferential parking
zone.
Recommendatlon
It is recommended City Council instruct the City Attorney to:
1. Determine if a coastal permit lS requlred for the implementation of
a preferentlal parklng zone wlthln the coastal zone.
2. Prepare an ordinance establishlng a preferential parking zone on Fraser,
Hart and Wadsworth Avenues, and on the north side of Ocean Park Boule-
vard between Barnard Way and Neilson Way between 8 a.m. and 8 p.m.,

3. Establlsh the annual parking permlt fee at $10.
