BACKGROUND In June 1982, the Clty recelved a petltion from at least two thlrds of the dwelling unlts representlng at least 50 percent of the frontage resldents on Vicente Terrace between Ocean Avenue and Applan Way requestlng the establ1shment of a preferentlal park1ng lone. Staff has rev1ewed the request and determlned that the requested lone meets the crlterla speclfled 1n the preferentlal parklng enabling ord1nance. The survey and stud1es determined that 1) non-res1dent vehlcles substantlally and regularly lnterfere with the use of the maJor1ty of avallable publ1C street, 2) non- resident vehlcles interference occurs at regular and sign1ficant dally or weekly intervals, 3) non-resldent vehicles parked 1n the area of the proposed zone cause or are the source of unreasonable nOlse, trafflc hazards, environmental pollutlon, or devaluatlon of real property 1n the area of the proposed zone, 4) no unreasonable 1 )/-c APR 2 6 1983 b;):;:';:':Ku:ao Council Meetlng~ Apnl 26. 1983 Santa Monica~ Californla - -' ... . displacement of non-resident vehicles W 1 11 result into surroundlng nelghborhoods~ 5) a shortage of reasonably avallable and conven1ent resldential related parklng spaces eX1sts 1n the area of the proposed zone. and 6) alternative solutions are not feaslble or practlcal. There are fourteen park1ng spaces lnvolved. Staff proposes the fee to be $25.00 per permit. The envlronmental assessment wlll be completed prior to the f1rst readlng of any ordinance by the Commun1ty and Economlc Development Department. RECOMMENDATION It is recommended City Counc1l d1rect the C1ty Attorney to prepare an ord1nance establish1ng V1cente Terrace between Ocean Avenue and Applan Way with the permit fee set at $25.00 per permlt and dlrect the Commun1ty and Economic Development to do an EnVlronmental assessment of the proposed preferentlal park1ng lone.
