This report presents the staff recommendation for a fee to issue
monthly parking permits for City park parking lots.
Background
It has become apparent that the parking space provided inside
parks for patron use is being used daily by non-park users. This
is particularly true at Stewart Street playground where there are
usually thirty cars parked daily. The majority of parking lot
users are from the surrounding industrial area.
Even though this parking may not interfere with park patrons
use, staff has considered issuing permits as a basis of control
and creation of a moderate revenue (i.e. $2~500-$3,600 per year)
from the parks
The establishment of a permit structure and fee would require the
amending of Resolution 4231 (CCS). The fee recommended is $10.00
per month or $100 per year.
Alternatives
1. Council may authorize the amending of Resolution 4231 adding
monthly parking fees of $10.00 for park lots.

2. Council may desire to continue the present policy of not
charging for routine overnight parking in City park parking
lots.
Recommendation
Staff recommends that Council authorize the City Attorney to prepare
a resolution amending Resolution 4231 adding a monthly parking
fee of $10.00 per month for permits to park on a routine daily
basis in City park parking lots.

Introduction
The report concerns monthly and yearly parklng permlts for the Neilson Way
Parking Lots.
Background
The Parking Authority, at thelr meeting of October 24, 1978, adopted Resolution
No. 152 (PAS) settlng the rates 1n Lots 2, 2A, 9, 9A, 9B, and lOA at ~0.20
per hour for the ~eters, and $20 per month for permits. There are approximately
223 off-street metered parking spaces presently in the lots between Kinney St.
and the Chronlcle Restaurant. Staff was authorized to lssue up to 100 monthly!
yearly permits.
Landscaping of the lots has been completed, ~eters have been installed, and
staff 1S ready to issue permits. Many requests have been recelved for permlts.
Staff feels that many more than the 100 permits authorlzed will be requested
when sales begin.
staff feels that because of the apparent shortage of spaces in the area it would
be advlsable to delay issulng permlts until staff can conduct a survey. The

survey would determine what the actual usage and operatlon of the lots are
since the completion of the construction and landscaping~ and during the non-
peak beach parking season. The issuance of 100 permits may compound the
already severe parking problem in the area.
Recommendation
Staff recommends being authorlzed to delay ;ssulng monthly and yearly parking
permits until such time that meetings can be held between staff, businesses,
and residents in the area to determine a fair method of determlning who should
be lssued permits.
