The ordinance prohlblts parklng on any publlC parklng lot and the 2600 Beach Parklng Lot durlng speclfled per~ods (unless a valld park~ng permlt has been lssued), restores the procedure regardlng the lssuance of beach parklng lot parklng permlts, and re-establlshes a penalty for violatlng the park~ng regu1at~ons. Background At ~ts meet~ng of December 13, 1977, the Clty Councll lnstructed the Clty Attorney to prepare the annexed ord~nance based upon a staff report from C~ty Staff dated December 6, 1977. Over one year ago, on September 14, 1976, the Clty Counc~l adopted Ord~nance No. 1043 (C~ty Councl1 Ser~es) WhlCh amended Sectlan 3201 of and added Sectlons 3201A and 3201B to the Santa Monlca Munlc~pal Code wh~ch -1- 3A J(.lt1 .2.1, A1& ~1\ J(l'l 24, A1f CA 78-02 RLK:DT~Cb 1-12-78 e sect~ons perta~n to nlght t~me park~ng In publ~c parklng lots. However, by ~ts own terms, sald Ord~nance No. 1043 (CCS) was only effect~ve for one hundred twenty (120) days from ltS adoptlon. The ord~nance attached hereto readopts Sectlon 3201, wlth a mod1f~catlon WhlCh prohlblts parklng In the 2600 Beach Parklng Lot between sunset and sunrlse rather than proh1b~t~ng parklng In any beach park~ng lot between the hours of 10:00 p.m. and 6:00 a.m. of the next succeedlng day. In addltlon, $ectlons 3201A and 3201B, deal~ng wlth, respect~vely, beach park~ng lot permits and penaltles for vlolatlng park~ng restrlctlons, are readopted word for word from the verSlons in Ordlnance No. 1043 (CCS).
