Th~s report recommends C1ty Counc~l ~nstruct the City Attorney
to prepare an ord~nance establ~sh~ng a "2 hour park~ng) 7 a.m. to
6 p.m., Except by Perm~t" preferential park1ng zone on Hill and
Raymond Streets between Llncoln Boulevard and Seventh Street.

City staff has rece1ved a petltlon from reSldents on Hill and
Raymond Street between Lincoln Boulevard and
Seventh Street
requesting a preferential parking zone. The pet~tion represents
32 out of 42 (76%) total resldential dwelling unlts and 85
percent of the developed frontage on Raymond Street and 42 out of
48 (88%) total residentlal dwell1ug units and 94 percent of the
developed frontage on H~ll Street. The residents contend the
primary causes of the parking problems are attr~buted to the auto
related buslnesses along L1ncoln Boulevard in the area of Hill
and Raymond Streets.
EXlsting Condlt1ons
Hlll and Raymond Streets are local resldentlal streets with
the exception of the commerical propertles which abut Lincoln
Boulevard. The res~dential nelghborhood cons~sts of a mixed use
of single and multl-family dwelllng units. The only parking

restrict~on on the streets is for street sweeping.
Park~ng Analys~s
City staff conducted several parking surveys between the hours
of 7 a.m. and 7 p.m. to determine on-street parking demand,
park~ng turnover, and the average duration a vehicle is parked on
Hill and Raymond Streets. In add1t~on, staff recorded all l~cense
plates to determine which veh~cles were registered to area
res~dents.
Analysis of the parklng data ~nd~cated that 42 percent of the
veh~cles parking on-street were owned by area residents while 58
percent of the veh1.cles were registered to ~nd~viduals who did
not
live
ln the
ar ea.
S~xteen percent
oft he
total were
registered to Avon and Paul Hart Car rental companies.
The parking duration analys1s ind1cates the average duration
~s 5.1 hours with 30 percent of the total veh1.cles parking
on-street for less than 2 hours; 25 percent park~ng between 2 and
5 hours, 17 percent park~ng between 6 and 9 hours, and 28 percent
parking
reflect
for periods longer
veh~cles which were
than 9 hours. The latter figures

Budget/Fiscal Impact
It 18 est~mated that the preferential parking program will be
implemented by March 1, 1986 and that 50 residential permits will
be sold. ThlS w~ll ~ncrease the est~mated revenues in
