Introduction
It is recommended that City Council instruct the C1ty Attorney
to prepare an ord1nance establ1sh~ng a "Z hour park1ng, 9 a.m. to
6 p.m., except by permit" preferential parking zone on 31st,
3Znd, 33rd and 34th Streets between Ocean Park Boulevard and
Pearl Street.
Background
City staff has received a pet1t10n from the residents on 31st,
3Znd, 33rd and 34th Streets requesting a preferential parking
zone to prohibit employees from area businesses from park1ng on
street. The petit10ns represent more than the required two th~rds
slgnatures for the res1dential dwell1ng un1ts (75 percent) and
the required SO percent of the abutt1ng propert1es (78 percent).
Clty staff has conducted the appropriate parking surveys to
determine the impact of non-reSldential parklng on the subject
streets. The analysls of the data collected indicates that a
majority of the on street parklng 1S being used by non-res~dent
parkers and there is a shortage of reasonably ava1lable on-street
parking for the res1dents III the area.
Staff was concerned that the parking problems would Sh1ft to
29th and 30th Streets. Thus staff advised all the property owners
on
29th and
30th Streets
of
the
request
for
the
subject

and a sample petition was hand delivered to each address on 29th
and 30th Streets along with
preferential parklng zone.
Staff
received
t he proposed
inqulries or
a letter descr1bing
no
r e q ue s t s
from the
residents
of
29th and
30th Streets
for
preferential parklng as a result of thls outreach effort. For
this reason, 29th and 30th Streets are not being considered as
part of the proposed preferential parking zone.
The proposed preferentlal parking zone wlll not require any
additional enforcement personnel.
Flnanc1al/Budget Impact
The workload for Parking Checker staff 1S expected to increase
as a result of thlS preferentlal parklng zone. While thlS
additlonal workload
by itself
is
insufficient
to merlt
an
additional staff position, the Police Department has lndicated
that the next pendlng preferential parking zone will result in a
cumulative
workload
lncrease
sufficient
to
Justify
another
Parking Checker positlon.
It 1S estimated that 100 permlts wll1 be sold for the proposed
preferentlal parking zone and wl1l generate $1500 in revenue for
Fiscal Year 1985-86. The budget for revenue account number
01-902-029-000-000 wl11 therefore need to be increased by $1500.
Recommendation
It is recommended that City Council instruct the City Attorney
to prepare an ordinance establishing a "2 hour parklng, 9 a.m. to
6 p.m., except by permit" preferential parklng zone on 31st,
32nd, 33rd and 34th Streets between Ocean Park Boulevard and
