Proposed Preferentlal Parklng Zone for 700 Block
of 15th Street
Introduction
This report recommends that C~ty Councll instruct the City
Attorney to prepare an ordlnance establ1shlng a "2 hour parklng,
9 a.m. to 6 p.m.~ except by permit" preferentlal parking zone for
the 700 block of 15th Street.
Background
There is an existing "2 hour parklng~ 9 a.m. to 6 p.m.
zone
In the 700 block of 15th Street (north of Montana). City staff
has recelved a petition from the resldents affected by the 2 hour
parking restrictlons ~ requesting a preferential parking zone be
established ~nstead to enable them to park for periods longer
than 2 hours. The petitlon had more than the required number of
signatures representlng the affected propertles. The street lS
composed primarily of single faml1y resldences. Preferentlal
parking is establlshed to discourage non-residentlal parking and
faCl11tate residentlal parklng.
Because of the existing

p.m."zone~ staff was unable to collect data to determ~ne whether
or not the street meets the requirements established by the
preferentlal park~ng enabllng ordinance.
The result of the existing 2 hour parking limit has been to
exacerbate
the problem. Residents still cannot park on their

for perlods longer than 2 hours wlthout receivlng a
citatlon.
Staff reviewed the
files and determined that
the
existlng parklng restrictions were implemented because large
numbers of employees of Montana Avenue businesses were parking on
15th Street. Thls prevented residents from having access to
on-street parklng.
The proposed preferential parking zone will not require any
lncrease 1n parklng enforcement personnel because it lS an
existing "2 hour parking~ 9 a.m. to 6 p.m." zone.
Financial/Budget Impact
It 15 ant1clpated that 20 permits will be sold at $15.00 per
permit.

Recommendation
It is recommended that C1ty Council instruct the Clty Attorney
to prepare an ordlnance establishing a "2 hour parking~ 9 8.m. to

block of 15th Street, and increase budgeted revenue at account
number 01-902-029-000-000 by $300.00
