Strand Street ~ Third Street and Ocean Park Boulevard (see attached map). Background City staff has received a petitlon from the residents in the area bounded by Maln Street~ Ocean Park Boulevard~ Strand Street and Third Street request1ng that a preferential parklng zone be establlshed. The petition represents more than the required two thirds of the affected resldents and more than 50 percent of the abutting resident1al property. The area lS a m1X of multi and single family properties wlth a church located on the southeast corner of Strand and 2nd Street and the Clty'S Fire Station No.2 located on the southeast of Hollister Avenue and 2nd Street. It s h 0 ul d be noted that 1f a preferential par ki ng zone 15 established that frontage abutt1ng the church and Fire Station No.4 would be exempt from the zone. The analysl.s of the parking turnover indicates that the on-street parkers are customers of Main Street buslnesses. The businesses which are the prlmary contributors to the area parklng problems are the Maln Street Dance Studlos on the north and the Galler1a D1 Ma10 on the south. Al t hough no signi f1can t pro bl ems exi s t on 2nd St r e et between Hollister Avenue and Hill Street, staff believes the eXlsting problems on the northern and southern end would shift to thl.S area if it is excluded from the preferential parking zone. The proposed preferentlal parking zone 1S the th1rd zone establl.shed In th1S area. The other two zones are 1n the Beach Tract (Fraser, Hart ~ Wadsworth and the north side of Ocean Park Boulevard) and the area east of Main Street and south of Ocean Park Boulevard. The Police Department has ind1cated 1t cannot absorb this amount of add1tional enforcement at their current staff1ng level. Financlal/Budget Impact If a preferential parklng zone 1S establ1shed, revenue and expenditure accounts wlll need to be adj usted, and funds for an additional park1ng checker posit10n wl.ll need to be appropr1ated. It is estimated that 150 preferent1al park1ng permits will be sold and w1ll generate $2~250 in revenue. Revenue account 01-902-029-000-000 should be l.ncreased by $2,250. 2 - .... .. e . The total annual cost. 1ncludlng indirect and overhead costs, as well as d~rect costs ~ for a Park1ng Checker posit1on lS estlmated at $41.225. Salary Funds required for the balance of the fiscal year are est1mated to be less the $7,500. The ability to fund this position from eXlst1ng appropriations will be assessed as part of the mld-year review. The new park1ng checker position will be assigned to enforcement of the t hr e e preferential parking zo ne s located south of St rand Street. Additional revenue to be generated from parking c1tat1ons issued by an add1t10nal parklng checker 1.S estlmated by the Flnance Department to be S146~615 per year. Therefore~ the annual net benefit of addlng one parking checker is estlmated to be $146~615 less $41.235~ whlch equals $105.390~ the total net revenue of one park1ng checker. Council wlll recelve a report at the time the proposed preferentlal parking ordlnance is presented for f1rst readlng with recommendations for the appropriate budget modificat1ons.
