Background The California Vehlcle Code (Section 21458) states that blue palnt on the curb adjacent to a parklng space lndicates parking is limited exclusively to vehicles of physlcally handicapped persons. In additlon, the regulations shall be effective upon such days and during such hours or times as may be described by local ordinance. The California Vehicle Code (Section 22511.7) further states that local authorities may by resolution designate parking spaces for the exclusive use of vehicles which display a distlnguishing license plate or a placard for physlcally handlcapped persons. It should be noted that any vehlcle displaying distlnguishing plates or a placard for physically handicapped persons may park in any time restricted zones and any metered parking space wlthout being required to pay any park- ing meter fees (Section 22511). This should not be construed, however, to allow the stopping, parking or standing of a vehicle at the times and places all vehicles are prohibited by State law or local ordinance (i.e. red zones, loading zones, taxi zones).
