Broadway should

deslgnated a preferentlal
park1ng zone.
Exist~ng Conditlons
The study area was the portion of 24th Street between Santa
Monica Boulevard and Broadway. Thls 1S baslcally a two-lane
north-south resldent1al street with a "T" lntersection at both
Santa Monlca Boulevard and Broadway.
Both intersectlons are
controlled by a stop slgn on 24th Street. The land use along 24th
Street generally consists of single family detached housing with
an apartment build1ng located on the northeast corner and an
automoblle repalr shop on the northwest corner of 24th Street and
Broadway~ w1th a retail facllity on the southwest corner and an

office bU1ld1ng (under construction) on the southeast corner of
24th Street and Santa Mon1ca Boulevard.
There are 20 on-street park1ng spaces on the west slde of 24th
Street and 13 on the east side. All spaces on the east side are
signed with a two hour lim1t between the hours of 9 :00 am and
6 :00 pm everyday except Sunday when there are no restr1ctlons.
Parking 1S prohib1ted between the hours of 7:00 am and 9:00 am on
the east side on Tuesdays and on the west s~de on Wednesdays to
allow for street cleanlng.
~urvey Results
C1ty staff conducted parking surveys over a several day time
period between the hours of 7 am to 7 pm. The surveys 1ndicated
the the usage of on-street parking var1ed between 60 and 100
percent with the peak occurr1ng at 9 am. After 7 pm the usage
dropped to approximately 30 percent.
The average length of time Wh1Ch a vehicle was parked Was 4.5
hours. If the few vehlcles which were parked all day throughout
the survey (probably residents) were discounted, the average
length of time a vehicle was parked was 3.5 hours.
The surveys
and observations
by staff indicates that a
majority of the on-street parking between 7 am and 7 pm 1S from
non-residentlal parkers.

General Comments
The
Planning Commiss1on has
approved
Parkside Medical's
request for charging for tranSlent parking only if a preferentlal
parking zone on 24th Street is establ1shed. It should be noted
that the Planning Comm1ssion requlred Parkside Medical to provide
free park1ng for all employees.
The establishment of a preferential parking zone on 24th
Street 1S expected to be a much more effect~ve means of ensuring
that these visitors and patients do not use the on-street parking
while visiting the med~cal bUlldlng. Thls is true even if the
free park1ng cond~tion is el~m1nated.
FlscaljBudget Impact
There will be no flscal or budget impact because the existing
levels of parking enforcement will be able to enforce the
proposed
preferentlal
parking
zone.
It
is
estimated
that
approximately $300 per year w1ll be generated by the zone WhlCh
will offset the cost of administer1ng the proposed zone. Budgeted
FY 1985-86 revenue at account number 01-902-029-000-000 should be
increased by $300.00.

Recommendation
It is recommended that City Council instruct the City Attorney
