INTRODUCTION

ordlnance setting forth the de~ln1tlon and des1gnatlon process
far phys1cally hand1capped zones.
BACKGROU~D
This ord1nance was lntroduced by Caunell as Item SA
at lts ~ay 13, 1980 neetlng. It was amended to allow an
lndlvldual to lnitlate establlshment of a handlcapped zone.
The crlterla were also changed to allow estab1lshment of a
zone even lf metered parklng or tlme restrlcted parking were
avallable.

WHEREAS, It is necessary in the lnterest of the health,
safety and publlC wel.Eare of the people of Santa "1on~ca to
designate certa1n par}ang areas as parklng zones exclus~vely
for handlcapoed persons

AS FOLLOWS:
SECTION 1. Sect~on 3366A
A Physlcally HandlCapryed Zone shall eXlst where the
curb or edge of the paved portlon of the street adJacent to
the space 1S palnted blue. In addltlon to blue palnt, the
space may also be lndlcated by slqns or other sUltable means.
No person shall stop or park a vehlcle In a Physlcally
Handlcapped Zone unless the vehicle has distlngulshlng l1cense
plates or placards 1ssued to dlsabled persons pursuant to
Section 22511.5 of the Vehlcle Code or to dlsabled veterans as
speclfled ln Sectlo~ 9105 of the Vehlcle Code.
A Physlcally Handlcapped Zone may be establlshed

consideratlO~ by the Parklnq and Trafflc Englneer} or upon
reco~ITendation of the Traff1c Englneer,lf elther of the followlng
factors eXlst:

parklng; or
(2) Suff1c~ent vehicular act1v1ty by physl.cally hand1-
ca?ped persons eXlsts at the location.
SECTION 2.
Any provislon of the Santa "1onica Mun1c1pal
Code or append1ces thel.:"eto incons1stent there..71 th I to the extent
of such 1ncons1stencies and no further, are hereby repealed or
~odlfied to that extent necessary to affect the provls1ons of
this ordlnance.
SECTIOX 3.
If any sect1on, subsectl.on, sentence,
clause, or phrase of this ord1nance lS for any reason held to be
lnvalic or unco~stitutional by a decls10D of any court of
any COffi?etent Jurlsdict1on, such decision shall not affect
the valld1ty of the re~alning portlons of the ordinance. The
Clt'i Councll hereby declares that It would have passed thlS
ord1na~ce and each and every sectlOTI, subsect1on, sentence,
clause or phrase not declared lnvalld or unconst~tLtlonal without
regard to whether any Dort1on of the ordinance would be subsequently
declared 1nvalld or unconstltutlonal.
SECTIO;:,r 4.
The l'Iayor shall slqn and the C1 ty Clerk
shall at~est to the passage of thlS ord1nance. The Clty Clerk
shall cause the sa~e to be 9ubl1shed once In the off1c1al
newspaper wlthlD flfteen (15) days after 1ts adoptlon. ~he
ord1nance shall become effect1ve after thlrty (30) days from lts
adoptlon.
