Road
Introduction
This report recommends that the City Council direct the City
Attorney to prepare two ordinances establishing preferential
parking zones, one zone on Twenty-Second Street between Wilshire
Boulevard and California Avenue, and the second zone on the
Barnard Way frontage road.
Backqround
staff is in receipt of two qualifying petitions to establish
preferential parking zones. The first petition requests a
preferential parking zone be established on Twenty-Second street
between Wilshire Boulevard and California Avenue. This is a mixed
multi-family and single-family residential area. The street
currently has "2 hour I 9 a. m. to 6 p.m." parking restrictions.
These parking restrictions were created to keep long-term
non-resident parkers off the street. Preferential parking is
being
requested
to
facilitate
residential
parking
while
continuing to discourage non-resident parking. The parking
restrictions will remain the same; however, residents with
preferential parking permits will have unrestricted parking.

Because of the existing parking restrictions, staff was unable to
collect data to determine whether or not the street meets the
requirements established by the preferential parking enabling
ordinance (see Exhibit B). However, staff reviewed the files and
determined that the existing parking restrictions were
implemented because a large number of employees from Wilshire
Boulevard were parking on Twenty-Second street. As there are
existing parking restrictions, the proposed preferential parking
zone will not require an increase in parking enforcement
personnel.
The second qualifying petition, the Barnard way Frontage road,
comes from 3356 Barnard Way. This is a multi-residential building
with some off-street parking and limited on-street parking. The
current parking prohibition, IIno parking anytime", restricts
beach parking, but does not facilitate residential parking.
Permit parking is requested to provide parking for residents and
guests while discouraging beach parkers. The existing parking
restrictions on Barnard Way frontage road preclude taking a
survey. However, files show that staff has been involved for
several years in the process of resolving the parking problems in
this area. Due to the very limited on-street parking in the
general area, staff recommends that each residential unit be
allowed to purchase only one guest permit. As there are existing
parking restrictions in the proposed zone , additional parking
enforcement personnel will not be necessary.

Financial/Budqet Impact
It is anticipated that 150 permits will be sold at $15.00 per
permit generating revenue in the amount of $2250 for FY 1989-90.
Recommendation
It is recommended that City Council instruct the City Attorney to
prepare ordinances establishing a "2 hour parking, 9 a.m. to 6
p.m. Monday through Saturday except by permit" preferential
parking zone for Twenty-second street and a "no parking anytime
except by permit" preferential parking zone for the Barnard Way
frontage road. It is also recommended that city Council instruct
the Planning Division to conduct an environmental evaluation of
the proposed zones.
