Introductlon
ThlS report recommends Clty Councll adopt a resolutlon
establ1shlng a unlform permlt fee for Preferentlal Parklng Zones
Band C at $15.00 per year.
Background
Preferentlal Parklng Zone B encompasses the area bounded by
the northslde of Ocean Park Boulevard, Wadsworth Avenue, Nellson
Way and Barnard Way. Preferential Parking lone C is the area
bounded by Ocean Park Boulevard, Maln Street, Thlrd Street and
the south Clty llmlts. These two preferentlal park1ng zones are
the only preferent1al parklng zones 1n eX1stence 1n the Clty. An

parklng
zone
1S presently be1ng
considered for V1cente Terrace between Ocean Avenue and App1an
Way.
The preferentlal parklng fee for Zone B 1S presently $10.00
per year and Zone C 1S presently $25.00 per year. The perm1t
fe es
were
based
upon proJected costs of adm1n1strat1on,
malntenance and enforcement adJusted by the est1mated revenue
from park1ng c1tat10ns.
Presently, the C1ty collects approx1mately 50 percent of the
fines from park1ng cltat10ns issued. Slnce Parking Zone C has
been 1n effect the enforcement personnel has averaged 900 park1ng
tlckets a month 1n both Preferent1al Zones. N1ne hundred parking

revenues.
Staff proposes that a Slngle fee of $15.00jyear be establlshed
for both Zones 8 & C. The major reason 1S for equlty to
preferent1al
parklng res1dents and ease of admlnlstratlon.
Assum1ng that 80 percent of the permlts will be purchased at full
prlce ($15.00) and the balance of 20 percent wlll be sold at half
prlce ($7.50 after June 30th) lt 1S estlmated the revlsed permlt
fee wlll generate $15,500 per year.

Although
there are projected revenues generated 1n the
short-run 1n excess of the 1984 projected costs of $36,500, it
may be argued that these projected revenues offset revenues WhlCh
may be lost because of requlr1ng addltlonal enforcement for the
preferent1al parklng zones. In add1tlon, the proposed perm1t fee
allows room for gro\</th W1tl10Ut havlng to change fees yearly.
The two Preferentlal Park1ng Zones were advlsed by hand
del1vered not1ficat1on of the proposed permlt fee changes.

The lntent of the preferentlal parklng zones was for these
zones to be self-suff1C1ent and not to become a revenue source
for the C1ty. The reductlon In fees brlngs the lntent of the
revenues generated from the zones In llne w1th the actual costs
of admlnlsterlng, malntalnlng and enforc1ng the zones~

ant1clpated these changes w1ll slgniflcantly affect the estlmated
budgeted clty-wide parklng c1tatlon revenues. The excess revenue
over cost of th1S preferentlal park1ng program of $36,500 wlll
offset a m1nor reductlon 1n the number of clty-w1de cltatlons

as
a result of lncreased
enforcement demands of
preferentlal parklng.

resolut1on establlshlng the perm1t fees for Preferent1al Parklng
lone C at $15.00 per year and 2) instruct the Clty Attorney to
prepare an Ordlnance to set the Preferent1al
Parklng Zone B
