Introduction This report requests the City Council to direct the city Attorney to prepare ordinances establishing the following preferential parking zones (see Exhibit A) . 1. 16th and 17th streets between Montana Avenue and Alta Avenue. 2. 21st street between wilshire Boulevard and California Avenue. 3. 19th street between wilshire Boulevard and california Avenue. 4. Dorchester Avenue between Exposition Boulevard and Delaware Avenue. 5. Bicknell Avenue between 3rd Street and 4th street. Background staff received petitions from residents on the streets mentioned above requesting the establishment of preferential parking zones in their neighborhood. The proposed zones are primarily mUlti-family residential with some single family development. Staff has conducted a parking survey of the areas which provides the necessary information and analysis which is required by the enabling ordinance. l'-C JAN 2 3 1990 - 1 - . . Sixteenth Street and 17th Street is primarily single family residential with some multi-family development. This area is impacted by long term non-resident parkers. Staff has determined that the appropriate parking restrictions for this zone should be "0ne Hour Parking 9 a.m. to 9 p.m. Monday through Saturday Except by Permit". Twenty-first street between wilshire BOUlevard and California Avenue is a mixture of multi-family development and single family residency. Non-residential parking is primarily during the day averaging a two to six hour occupancy. Staff recommends that this area be included in Zone 0, 22nd street, wilshire Boulevard to California Avenue. Parking restrictions for this zone are uTwo Hour Parking 9 a.m., to 6 p.m., Except by Permit". Nineteenth Street between Wilshire Boulevard and California Avenue is part of the existing preferential parking Zone K. Existing parking restrictions are "Two Hour Parking, 9 a.m. to 6 p.m., Except by Permit". This street has experienced an increased demand for short term parking due to one high volume retail store. There is adequate off-street parking adjacent to the commercial area. Therefore, staff recommends "No Parking 9 a.m. to 8 p.m. Except by Permit". Dorchester Avenue between Exposition Boulevard and Delaware Avenue is primarily mUlti-family residential with existing two hour restrictions. The existing zone is bordered by residential on the south and a GTE facility on the north. Parking restrictions would remain the same. Staff's review of this area - 2 - . . indicates that little change will occur except residents will be able to park beyond the two hour limit. Bicknell Avenue between 3rd street and 4th street is primarily a multi-family residential area. Staff has surveyed this area and determined that the recently established Zone H, pico Boulevard to Third street to Strand Street to Neilson Way, has impacted Bicknell Avenue between 3rd and 4th Streets. It is therefore recommended that this block be included in the existing Zone M. Zone M parking restrictions are "Two Hour Parking, 9 a.m. to 10 p.m., No Parking 10 p.m., to 2 a.m., Except by Permit". Staff has determined that all of these areas meet the criteria in the enabling ordinance (see Exhibit B) for establishment of preferential parking. BUdget/Financial Impact It is estimated that approximately 2,000 permits will be purchased by area residents in the proposed zones. This will generate approximately $30,000 annually in additional revenue, which will be received in Fiscal Year 1990/91. Installation of signs will be done by city crews. The Department's current budget should be sufficient to finance necessary expenditures involved with establishing these zones. Recommendation It is recommended that the city Council: - 3 - . .
