SR-417-003-01 (24) '1/7--- co 3-0 / u-;;~ GS:SS:RF:db council Meeting, September 27, 1988 Santa Monica, California To: Mayor and City Council From: City Staff Subject: Recommendation to Establish a Preferential Parking Zone for the Area Bounded by Santa Monica Boulevard, 14th Street, wilshire Boulevard and 20th Street, but not Including 20th street Introduction This report requests the City Council to direct the city Attorney to prepare an ordinance establishing a preferential parking zone for the area bounded by Santa Monica Boulevard, 14th street, Wilshire Boulevard and 20th Street, but not including 20th street. (See Exhibit A). Background Staff received petitions from residents of the area surrounding the Santa Monica Hospital Medical Center (SMHMC) requesting the establishment of a preferential parking zone in their neighborhood. Representatives of the neighborhood, the Mid-City Neighbors organization, and SMHMC staff have worked closely together to develop this proposed preferential parking zone in order to implement a parking zone which would satisfactorily resolve differences in needs. In fact, the SMHMC retained the traffic engineering consulting firm of Kaku Associates to conduct a parking study for the proposed zone. In addition, a working group comprised of residents, Mid-City Neighbors, SMHMC, and city staffs was organized to coordinate all of the necessary components of the proposed zone. Along with the planning of the - 1 - !El~ proposed preferential zone, SMHMC has agreed to pay for two permits for each dwelling unit within the zone. The proposed zone is primarily mul ti-family residential development along with some single-family development. Some non-residential developments, such as churches and convalescent homes, are scattered throughout this zone. The street frontage of these non-residential properties will not be sUbject to preferential parking. Along some of these non-residential frontages, such as 15th and 16th Streets, staff is considering the installation of parking meters and/or diagonal parking. Additionally, the proposed zone is bordered by major commercial development along Wilshire BOUlevard on the north and Santa Monica BOUlevard on the south. Staff has reviewed the parking study conducted by Kaku Associates and finds that it provides the necessary information and analysis which is required by the enabling ordinance. Staff further finds that the proposed preferential parking zone satisfies all of the criteria in the enabling ordinance (see Exhibit B) for the establishment of such a Zone. Staff believes that the appropriate parking restrictions for this zone should be tlNo Parking, 9: 00 a.m. to 7:00 p.m., Monday through Friday and No Parking 3:00 p.m. to 7:00 p.m., Saturday and Sunday, except by permit". The desired implementation date for this zone is January 1, 1989, or as soon after the environmental evalution has been completed. - 2 - BUdgetary/Financial Impact It is estimated that approximately 2,100 permits will be purchased by area residents in the proposed zone. This zone will generate approximately $31,000 annually in additional revenue beginning this fiscal year. (Preferential parking zones operate on a calendar year basis.) Upon adoption of the ordinance establishing the preferential parking zone, budget revenue account 01-902-029-000-000 should be revised to reflect an increase of $31,000. The department's current budget will be sufficient to finance necessary expenditures involved with establishing this zone. Recommendation It is recommended that the City Council: A) Direct the city Attorney to prepare an ordinance to establish a preferential parking zone for the area bounded by Santa Monica Boulevard and 14th street, Wilshire Boulevard and 20th street, but not including 20th street, as described above; B) Direct the Planning staff to conduct an environmental evaluation of the proposed zone; and C) Revise the budget revenue account 01-902-029-000-000 to reflect $31,000 in additional revenue from the sale of preferential parking permits.
