Subject: Main Street Area Preferential Parking Zone
Introduction
This report recommends the City Councll instruct the C~ty
Attorney to prepare an ordinance establishing a preferential
parklng zone ln the area bounded by Ocean Park Boulevard on
the North, the Southern City limlts on the South, Main Street
on the West and Thlrd Street on the East.

Background
On Aprll 22, 1980, Clty CauDcll adopted an enabllng ordlnance
to establlsh preferential parklng zones. The crlterla to estab1is~
preferentlal parklng zones shall be based on the folloWlug:
1. Non-residentlal vehlcles lnterfere with the use of the ma]Orlty
of avallable publlc str"et or alley parking spaces by adJacent
resldents;
2. The lnterference by non-resldent vehicles occurs at regular
intervals;
3. Non-residentlal vehlcles parked in the area of the proposed
zone cause or are the source of unreasonable noise, trafflC
hazards, envlronmental pollutlon, or devaluation of real
property;
4. No unreasonable displacement of non-resldent vehicles wlll
result in surroundlng neighborhoods;

5. A shortage of reasonably available and convenient residentlal
related park1ng; and
6. Alternatlve Solut1ons are not feaslble or practlcal.
Staff has recelved and verifled the petition signed by at least
two th~rds of the dwelling units cOIDpr~sing not less than 50 percent
of the developed frontage of the areas proposed for des~gnatlon.
Staff has completed surveys and studies of the subJect area. Staff
has adv1sed the representatlves of the pet1t1on of tonlght's meeting.
The Study area 1S bounded by Ocean Park Boulevard on the ~orth, the
Southern Clty L1ITlts on the South, Maln Street on the Kest and Thlrd
Street on the East. The Study area 15 prirrarlly res1dentlal wlth
the exceptlon of commercial development on Maln Street. There are
three churches, one elementary school, one nursery school and a
Ch1ld day care center in the Study area.
~he preferential parking zone was requested by the resldents in the
area due to the lnflux of people USlng the various enterta1nwent
establishment along Maln Street during the evenlngs and n1ghts. The
proposed preferentlal parking zone was endorsed by the MalD Street
Plannlng Group as long as a parklng structure was bUllt to prov~de
additlonal off street parklng for the corrnerclal area.
Staff conducted park~ng surveys at varlOUS t~mes dur~ng the week and
weekends to determ1ne the effect of non-resldential vehicles parking
with~n the Study area. The overall parking results for the Study
area is 1nd1cated In the follow1ng table.

The actual breakdown of the number of spaces, vehicles and percent
occupancy for each of the streets In the Study area 1S provided 1n
attachment T.
The table lndlcates evenlng use exceeds 90 percent parklng occupa~cy
rate. A n1nety percent occupa~cy rate 1S conS1cered capaclty. An
occupancy rate In excess of 100 percent indlcates vehlcles are pa~klng
lllegally (i.e. red curb or drlveways) .
Staff has determ1ned there is a shortage of reasonably avallable and
convenlent on-street parklng for resldents in the proposed preferen-
tlal parklng zone durlng the evenlng hours.
Staff proposes to establlsh a preferentlal parklng zone for the entlre
Study area between 6 p.m. and 2 a.m. dally. The sectlons of street
lnmedlately adJacent to the churches, schools and day care centers
would be exempt from the preferential zone. Staff bel1eves thlS 1S
the most effectlve means to fac1lltate the on-street parklng needs
of the churches, schools and day care centers. Staff wlll reVlew
the effectlveness of the subJect facilities being exempt from the
proposed prefential zones. If problems arise, Staff will recommend
approprlate investlgation measures.
The cost for the perM1ts will be determined at the time the ordlnance
is presented to Council.

to ascertaln if the zone meets the California EnVlronmental
Quality Act (CEQA) requ1rements and subm~t the proposed zone
to the Coastal Commission for their approval.
