this dzrectzon, the accorrtpanyinq orainance has bee~ preparec~ anc~
is presented for eonslderation b~ the City Coun~il.
The accompanyzng ordinance adds S~ct.~on 3238a to the Santa
Monica Mun~.ci~a1 Code establx.sh~ng Pref~:rential Parking Zone A on
Vicente Terrac~. {The City currentZy has estak~l~shed Zones B and
C; Zane A was reserved for an area ad~acent ta Lincoln Boul~vard
that was not approved by the C~.ty Counc~l.) Parking in Zone A
would b~ restr~.ctec~ to those with permits during the hours of
9:00 a.m. to 6:QQ p.m. AZ1 other prov~sians applzcabie ta

An initia~ study was prepared in accordance w~th the
prova.s~.ons af ~he Cal~farnia Environmental Qua~ity Act. Based
upon this initial study, a negative declaration has been

Vicente Terrace.
(h} No vEhic~e shall be parked or
stopped adjacent to any curb zn
Preferent~.al Parking Zone A during the
hours o~ 9:00 a.rr~. to 6:00 p.m. wi~haut a
permit issued and d~splayec~ in accordance
with this Chapter. Any veh~cl~ parked or
stopped w~thout a per~it may be r~rr~oved
frorn tne street by any police officer.
(c} The annual fee for each permit
issued for Preferent~.al ParkLng Zone A
shal~ be $?5.a0 per permit or such other
fee as may be establ~.shed from t~me to
tirne by res~lutzon of the C1ty Council.
SECTION 2. Any prov~sion o~ the Santa Mon,~ca Mun~c~pal
Code or append~.ces ther~to inconsis~ent w~th the provisions of
thls Qrd~nance, to the extent of such inconsistencies anc~ no
further, axe hereby repealed or modi~~ed to that extent necessary
to af ~ect the provzsians of thas ordznance.
SECTION 3. If any section, subsection, s~ntence, clause,
or phrase of this ord~nance ~s for any reason held to b~ inval~d
ar unconstitutional by a decision o~ any court of any competent

jurisdiction, such dec~sion shal.l not aff~ct the validity of the
remaining portions o£ the ordinance. The City Counci~ hereby
aeclares -~hat it wou~d have pass~c~ thzs ora~nar~ce and each and
every sect~an, su~asection, sentenc~, clause or phrase not
dec].ared ~nvalid or uncons~itut~.onal w~thout regard to whether
any portzon of the ord.~nance ~nrou~d be s~bsequentZy declared
invalid or unconstitutional.
SECT~ON 4. The Mayor shall slgn and the City Clerk shall
a~tes~ ta the passage of this ordinance. Thzs Ci-ty CZerk shaJ~Z
cause the same to be published once in the offzcial n~wspaper
withln 15 days a£~er its adoptian. The ordinance sha11 become
effective after 30 days from ifs adaptian.

VICENTE TERRACE PREFERENTIAL PA.RRING ZONE
Introduction
This attachment supplements the City of Santa Monica Initial
Study fvrm for the propased V~cente Terrace Pre€erential Parking
Zane.
AccQrding to Section ~.5D$0 of the State of Ca~ifornia
Environinental Quality Act Guidelines. the purposes of an Initial
Study are to:
fl) ~dentify environmental impacts;
(2) Enable an applicant or Lead Agency to niodi.fy a praject,
mitigatiz~g adverse impacts before an Environmental
Impact
Report {EIR} is w~itten;
(3) Focus an EIR, if ane is required, on patentially
significant enviranmental effects;
(4~ Facilitate environmental assessment ea~3y in the design
of a project;
(5) Provide dacumentation af the factua~ basis for the
finding in a Negative Declaration that a pra~ect will
not have a significant effect on the environment;
(63 Eliminate unnecessary EIRs.

The canclusion of this Initia]. S~udy is that nfl significant
~nvironmental effects will result from the proposed project, and
therefore a Neqative Declaration will be issued and no
Snvironmental Impact Report will be required.
A 3Q-day per.iod beqz~nzng october 3 .~~83 and er~dinq ~ove~ber
2, 1983 has been set for public review ancl comment on th~
pra3ect. The City staff will respond to a11 comments on the
environmental analysis which are received during the com ment

Project Descriptivn
The pxagased praject waulc3 establish a preferential parking zone
on Vicente Terrace in Sar~ta Monica, Ca3~ifc~rrsia. The proposed
zane would aperate between 9:00 A,M. and 6:00 P.M. daily, during
which time only residents or their guests would be ailaw~d to park
on Vicente Terracer which has a t~tal af 14 parking spaces. T3~e
annual pre€erential parking permit fee would be $25.00.
BACKGROUND
In June 1982, the City received a pet~tian fram more than two
thirdsof the dweliing units, representing at l.east 50 percent af
the f,~flntaqe r~sid~nts on V~cente Terrace between Ocean Avenue
and Appian Way, requesting the establ.ishment of a prefer~ntial
parking zone.

City General Services Department staff reviewed the request and
detarmined that the requested zone met the criteria specified in
the preferential parking enabli~g ordinance. The survey and
studies determined that 1) non-resident vehicles sulastantially
and reqularlp interfere with the use af the majvrity of available
gub].ic ~treet park~ng 8paces~ 2) non-residant vehic]~es interfer-
ence occurs at regular and significant da~1y or ~reekZy intervals,
3? nan--resident vehicles parked in the area of the proposed zane
cause or are the source o~ unreasonable noise, traffic hazards,
environmental poilution, or devaluation of real property in the
area af the proposed zone, 4) no unreasonable displacement of
non-res~dent vehscles will result into surraunding ne~ghbarhoods,
5} a shortage of reasonably available and convenient residential
related parking spaces exists in the area of the propased zone,
and fi) alternative solutions are not feasible or practical.
There are ~aarteen exist~ng parking spacas inva~ved on Vicente
Terrace. General Services s~aff has estimated the permit fee to
be $25.00 per year.

Maps l, 2. 3 and 4 show the Iacation of the project. Map 1 shvws
Santa Monica in the regian. Map 2 shows the lacation af the
project i.~n Santa Manica. Map 3 shows the zaning patt~r,n araund

The pro3ect site is the approximately 325-foot, one-block i~ngth
of Vicente Terrace between Dcean A~renue and Appian Way. V~cente
Terrace is abaut 20 feet w~de and is a one-way (west) street. 14

parking spaces are located ar~ ~he north side of Vicente Terrace.
The City's 1980 Sanborn Maps show a total of 29 residential units
fronting on Vicente TerraCe, including one single-family home,
two duplexes, two triplexes. and one 18-unit apartment bu~lding.
I~Iost of these units do not appear ta have on-site parking spaces.
At the top of Vicente Terrace on Ocean Aven~e zs the Mucky Duck
bar/restaurant and Cora's coffee shop, which have severa~ on-site
parking spaces. Across Vicente Terrace to the south is a large
private parking lot which is operated by Che~rio Restaurant. A
second pr~vate parking Iot currently operated by the Pr~tikin
Longevity Center is Iocated west of the Cheerio parking Iot.
The ciosest pvblic parking lat to the project site is Beach
Parking Lot ~750 w ith capacity for 116 vehicles. Further south
is Beach Parking Lot 260~ with 2708 parking spaces. Further
north on Appian are two public lots with capacity far ].35
vehicZes. Just north of th~ Fier is Beach Parking Lot 1550, with
717 parking spaces. In addition to off-street pub~ic parking,
there are a number af on-street, metered parking spaces on Ocean
Avenue and Pico Bou~.evard.
Most Santa Monica areas near the beach experience parking
probiems throughaut the year, with greatest c3eficiencies in
summer months. These parking problems generally appear to be
related to beach users attempt~.ng to avaid publi.c parking lot
charges, and inadequate provision of parking by a number of
existing uses in the Coastal area~ many of which were bui~t before
City parking codes were instituted.

As can be seen zn Map 3, R4 zoning (hzgh-densi~y. mult~-~amily)
grevails in the vicinity of th~ proposed project, with some C4
(Hiqhway Commercial} and CA (Comrnercial Ad~~nistrative} in the
area. None of these ~ones would prohibit a preferential parking
district. Like~vise, the praject is consistent with ~he City's
Lana Use and Circulation Elements, adopted in 1958. These
Elernents are presently being revised; background reports prepared
as part of the revision process discuss preferential parking as a
passible technique to address neighborhood parking problems.
Patential Environmental Effeets
This section pravides a dlscussian of the "yes" responses on the
City of Santa Monica Initial Study form for the proposed project.
13b. Will 'the proposal result in effects on existing parking
facilities, or c~emand for new parking?
Response: This item zs checked "yes." The proposed preferential
parking zone wauld restrict 14 on-street parking spaces on
Vacente Terxace between Ocean Avenue aad Appian Way for use by
permit-holders from 9:Od A.M. to 6:Oa P.M. Permits would be
].imited to resid~nts of Vicente Terrace. If it were assumed that
all parking spaces on V~cente Terrace were accupied by non-
residents' vehicles, 14 such vehicles would be d~splaced.
However, the City Park~ng and Traffic Engineer has estirnated that
at any given time, nd more than eight non-residents' vehicles are
typically parked on the street, with the balance of spaces
accupied by r~sidents' vehicles. Thus, eight or less non-

residents' vehicles may be displaced during effectave hours of
operation because af the proposed project. This effect ~s not
found to be significant as defined by the Califarnia
Environmenta~ Quality Act tCEQA) for a number of reasons:
1. The number of spaces involved is sma~l both in relation
to existing coastal area parking resources and parking
demand. Significant enviranmental impacts resulting from the
project are very unlikely.
2. As disaussed in the Environmenta~ Setting sectian above,
there are a substantial number of public parking spaces
available in the vicinity of Vicente Terrace which could
readily absarb any displaced vehicles. Yearly parking count
data displayed in Table ~ shows that annual utilization of
these spaces is relatively law. In particular, Lot 2600,
with 2412 parking spaces. zs very rarely fully utilized, even
on summer weekends.
3. The praject vicinity ~s well servec~ by public transit
provided by the Santa Monica Municipal Bus Lines routes ]., 7,
8 and ~0 and by RTD routes. This pubiic bus service would be
available to anyone affected by any d~splacement of street
parking caused by ~he project.
4. ThE City of Santa Monica has required two recent hotel
projects (the Inn at Santa Monica Expansion project and the
Bay Inn Aatel praject? to provide transit shuttle services
which would serve the hotels, the beach area, Main Street and

the downtown. (In lieu of praviding this service the hotels
may pay the City a specified sum each year which the City
wou].d use ta provic3e a transit system. ) These shuttle
systems wi11 facilitate access to the beach area and may
redu~e overal~ parking demand.
Considering the above, clearly no significant adverse
enviranmeatal impacta will result frvm the proposed project, and
nQ significant adverse effectS an beach area access wi7.~ result.
~.4b. Wa.~l the propasal have an effect upon, or result in a need
for new or altered governmental services?
Response:. This i~em is checkec~ °yes°. The proposEd preferential
parking zone would result in a negligible, insignificant increase
in the damand for City Police Department parking enforc~ment.
Presently, there is a two-hour parking restriction an weekdays
from 9:00 A.M. to fi:~0 P.M. an Vicente Terrace. This existing
restriction has not been effective in discouraging non-residen~
use a~ on-street spaces (especially on weekends) and in addition
zs inconvenient for residents. The proposed preferential zone
may crea~e a need for somewhat higher enforcement acti.vity an the
street, but due ta the size of the area in question no signifi-
cant effects are anticipated. Accordang to the City Parking and
Traffic Engineer, the administrative costs af tY~e zone will be
funded by an annual $25.00 per permit fee, enforcement costs will
be adequately funded by citations.
