Preferential Parking
Introduction
This report advises City council of the status of preferential
parking within the city and recommends that city council instruct
the City Attorney to prepare an ordinance to establish a
preferential parking zone on Bicknell Avenue, Pacific street,
strand street and Hollister Avenue between Neilson Way and Ocean
Avenue/Barnard Way.
Background
The city Couneil has instructed city staff to present requests
for preferential parking zones twice a year, 60 days before the
mid year budget review and 60 days before the adoption of the
budget. In addition, Council requested an update on all the
existing preferential parking zones and an analysis regarding the
effect the preferential parking zone has had on adjacent
residential streets.
Existing Zones.
The following is a description of each of the existing
preferential parking zones (see attachment A), and an analysis of
parking on adjacent streets not in the preferential parking zone.
Before each of the preferential parking zones was established,
City staff collected parking data on the adjacent residential
streets to be used to determine if a particular zone adversely

affected the adjacent residential streets. It should be noted
that there has been no adverse impact on residential areas
adjacent to any of the preferential parking zones currently in
effect.
Zone B
Area: Fraser, Hart, Wadsworth and the north side of Ocean Park
Boulevard between Neilson Way and Barnard Way.
Restrictions: No Parking Anytime
Parking Analysis: The parking restrictions have had minimal
impact on adjacent residential streets
because of the semi-isolated location of
the zone. The biggest impact has been in
Parking Authority Lot 11 where a large
number of preferential parking permit holders
are parking, thereby reducing the number of
of parking spaces available to the public.
Zone C
Area: Area bounded by Fourth street on the east CFourth not
included), Main street on the west (Main street not
included), Ocean Park Boulevard on the north and the
south city limits.
Restrictions: No Parking Anytime 6 pm to 2 am
Parking Analysis: The parking restrictions have not relocated
the problem to any other streets in the area.
Before and after analysis of parking data in-
dicates the same parking occupancy rates for
the residential streets east of 4th street.
There is an existing preferential parking zone

to the north and northwest. There are no
residential streets immediately west of this
zone.
Zone D
Area:
stanford street between Wilshire Boulevard and Lipton
Avenue.
Restrictions:
2 Hour parking, 9 am to 6 pm, No parking
Anytime, 6 pm to 2 am.
Parking Analysis: The analysis of before and after parking data
indicates that the parking restrictions have
not relocated the parking problems to adjacent
residential streets. The adjacent residential
streets have the same occupancy rates as they
experienced before the preferential parking
zone was established.
Zone E
Area: 25th street between San vicente Boulevard and Carlyle
Avenue.
Restrictions: 2 Hour Parking, 9 am to 6 pm.
parking Analysis: Previously this was a 2 hours parking zone that
was converted to a preferential parking zone in
order to allow residents to park on-street for
periods longer than 2 hours. No impact on
adjacent residential streets.
Zone F
Area: Hill and Raymond Streets between Lincoln Boulevard
and 7th Street.
Restrictions: 2 Hour Parking, 7 am to 6 pm.

It should be noted that Zone E was previously a
2 Hour Parking, 9 am to 6 pm zone and was
converted to a preferential parking zone to
allow residents to park longer than 2 hours.
Parking Analysis: The analysis of before and after parking
data indicates that the parking problem was
not relocated to adjacent residential streets.
It should be noted that the residents want "No
Parking Anytime, 6 pm to 2 am" except by permit
to be enacted. Our analysis indicates that the
subject area does not meet the requirements for
preferential parking during these hours C6 pm
to 2 am). One of the main requirements that
this area does not meet is that between the
hours of 6 pm and 2 am a majority of the
vehicles parked on the streets are
resident vehicles while only a small percentage
are non-residential vehicles.
Zone G
Area: 15th street between Alta and Montana Avenues.
Restrictions: 2 Hour Parking, 9 am to 6 pm.
parking Analysis: previously this was a 2 hour zone that was
converted to a preferential parking zone
to allow residents to park on-street for
periods longer than 2 hours. No impact on
adjacent residential streets.
Zone H
Area:
31st, 32nd, 33rd and 34th streets between Pearl street

and Ocean Park Boulevard.
Restrictions: 2 Hour Parking, 9 am to 6 pm.
Parking Analysis: The analysis of the parking data indicates that
there has been no impaet on the adjacent resi-
dential streets as the result of Preferential
Parking Zone H. In fact, the 30th Street park-
ing occupancy rate decreased from 55 percent of
the street occupied by vehicles Cboth residen-
tial and others) to 35 percent. Staff has not
received any complaints as a result of estab-
lishing this zone.
Zone I
Area: Area bounded by 3rd street, Strand, Ocean Park Boulevard
and Main street (not including Main Street).
Restrictions: 1 Hour Parking, 9 am to 6 pm, No parking
Anytime, 6 pm to 2 am.
Parking Analysis: Analysis of the before and after data indicates
that the preferential parking zone has not
relocated the parking problems to adjacent
residential streets. The adjacent residential
streets are experiencing the same occupancy
rate as before the preferential parking zone
was established. This zone has generated the
most complaints from area businesses regarding
the adverse effects on their businesses.
Staff determined that it was the employees
of the businesses who were creating the
parking problem that the business owners were

complaining about. Any increase in the parking
time limit would defeat the purpose of the
zone.
Zone J
Area: 24th street between Santa Monica Boulevard and
Broadway.
Restrictions: No parking Anytime, 7 am to 7 pm.
Parking Analysis: The analysis of before and after parking data
indicates that the parking problems have not
been relocated to other residential streets.
It should be noted that the zone was establish-
ed to encourage the clients of an adjacent
medical center to use the available off-street
parking.
There are 142 miles of surface streets within the city.
Currently, 3.4 miles (2.4%) of surface streets have preferential
parking restrictions. Since staff analysis indicates that the
creation of these zones has not resulted in an adverse impact on
adjacent areas it can be concluded that persons without
preferential parking permits who previously parked in the zone
are now using either on-property parking, public parking spaces,
avoid parking in the area at all, or have turned to carpooling,
or public transportation.
staff does not believe that preferential parking is a
long-range solution to the parking problems in residential
neighborhoods throughout the city. However, staff believes that,
when properly implemented, Ci.e; insuring that problems are not

just relocated into adjacent residential neighborhoods by
requiring the district to be of sufficient size), preferential
parking can prove to be an effective tool in mitigating
short-term problems in certain areas. Preferential parking is
only recommended as a last resort if all other mitigation
measures fail to achieve the desired results.
Requested Preferential Parking Zones
In the past 6 months, staff has received two requests for
preferential parking zones. The first was to modify the existing
preferential parking Zone F on Hill and Raymond to add the
restriction "No Parking Anytime, 6 pm to 2 am" to prohibit non-
residential vehicles from parking on these streets. Staff
investigated the request and determined that it did not meet the
criteria for establishment of such zones as outlined in the
enabling ordinance Ci.e. majority of on-street parking is used by
non-residential vehicles).
The second request was for a zone on Bicknell Avenue, Pacific
street, strand street, and Hollister Avenue between Neilson Way
and Ocean Avenue/Barnard Way. This residential neighborhood
experiences parking problems which are similar to those
experienced in Zone B CFraser, Hart, Wadsworth and the north side
of Ocean Park Boulevard) in that many of the dwelling units have
little or no off-street parking and the neighborhood experiences
a great influx of non-residential beach traffic. The area meets
all the criteria as established in the enabling ordinance and
there are no other measures to mitigate the problems. The primary
purpose of the proposed preferential parking zone is to reduce
the competition for available on-street parking to area residents

only. There is a beach parking lot with approximately 2400
parking spaces immediately adjacent to the proposed zone.
Therefore, beach goers should not be displaced into other
residential neighborhoods.
Fiscal/Financial Impact
It is estimated that up to 250 permits would be purchased by
area residents for the proposed zone on Bicknell, Pacific,
strand, and Hollister between Neilson Way and Ocean
Avenue/Neilson Way. This will generate approximately $3750 in
additional revenue.
In order to establish the requested zone, it will be necessary
to expend $750 for the purchase of permits and other necessary
administrative supplies and $2800 for the purchase and
installation of the necessary signage. It is expected that the
Division's current budget will be sufficient to finance
expenditures.
Recommendation
It is recommended that City Council: 1) Instruct the city
Attorney to prepare an ordinance to expand preferential parking
Zone B to include Bicknell Avenue, Pacific street, strand Street
and Hollister Avenue between Neilson Way and Ocean Avenue/Barnard
Way, 2) Instruct Planning staff to prepare initial study and
negative declaration for the proposed expansion of Zone B.
