SUBJECT: Parking Structure Duplicate Parking Permits
Introduction
This report concerns a staff recommendation changing procedures and increasing
the fee for duplicate parking permlts in the Parking Structures to ensure that
the permit system operates effectively.
Background
When the Parking Structures in the Downtown Parklng Assessment District were
Origlnally built, employee parking was not permitted. After approximately one
year of operation of Structures No. 1 and 2, the Council agreed to permit
employee parking in the least desirable areas of each structure; i. e., dead
end aisles at ground levels and the roof. Inltially, only one permit was
issued per space. Subsequently, duplicate stickers were sold at t~e rate of
50~ each, with no lirnitatlon on the number of duplicates issued. The present
system often results in abuses and is economically unsound.
Three years ago, this issuance of unlimlted duplicates created severe parking
enforcement problems. This was due in part to some business establishments
purchasing as many as eight and ten duplicates for a space and asslgning these
duplicates to various employees. In response to the Police Departmentts
request, a limit of two duplicates per assigned parking space was establlshed
in 1975. However, the rate for each duplicate still remalns at SOC per sticker.
Problems still continue due in most part to the nominal fee charged for dupli-
cates. Permit holders simply do not read the informational brochure given

to each person who recelves a parking permit. Consequently, numerous per-
mittees wlll seek a third or fourth duplicate and are unhappy when staff
reminds them of the two duplicate maXlmum.
In view of the lncrease in operating cost over the past ten years since the
initial 50~ fee was established, staff recommends that duplicate permlts only
be issued when the scraplngs of the old permlt are returned and that the price
of the duplicate permits be raised to $2.00. Staff further recommends that
al' others requesting duplicates pay the full price for such permit(s}.
Staff belleves this will remedy the problem.
Recommendation
Staff recommends that Council adopt the attached resolution establishing the
following rates for duplicate permits issued to employee parkers in the Parking
Structures within the Parking Assessment Dlstrlct:
1. Duplicate cost if scrapings of permlt are presented to staff in City Hall -
$2.00 each
2. All other requests for duplicates -
A. $8 monthly rate, duplicate will cost $8
B. $11 monthly rate, duplicate will cost $11
C. $13 monthly rate, duplicate wlll cost $13
O. $16 monthly rate, duplicate will cost $16
This rate structure encompasses both in- and out-of-District parkers.

DUPLICATE PERMIT RATES IN THE PARKING
STRUCTURES WITHIN THE PARKING ASSESSMENT
DISTRICT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The duplicate permit parking rates in City-operated
Parking Structures within the Parking Assessment District are hereby
established as follows:
1. Duplicat~ cost if scrapings of permit are presented to staff
in City Hall - $2.00 each
2. All other requests for duplicates -
A. $8 monthly rate, duplicate will cost S8
B. $11 monthly rate, duplicate will cost $11
C. $13 monthly rate, duplicate will cost $13
D. $16 monthly rate, duplicate wlll cost $16
SECTION 2. The Clerk shall eertlfy to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full
force and effect.
