City Staff -- SUBJECT: Northbound Llncoln Blvd. left Turn Storage Lane at Broadway Introduction This report recommends that a northbound left turn storage lane be installed on Llncoln Blvd. at Broadway and that seven parking spaces be removed from Llncoln Blvd. to facilitate this improvement. Background There is more traffic dally on Lincoln Blvd.. excludlng the Coast Hlghway, than any other street ln Santa Monica. Traffic counts taken in May of this year revealed a 24-hour volume of 31,200 vehicles on Lincoln Blvd. at Broadway. Presently, the intersectlon of Broadway and L1ncoln is the only one on Lincoln Blvd. from Wilshlre to the south Clty limits that has no left turn storage lanes. The absence of storage lanes, compounded by this heavy volume of trafflc. results ln severe congestlon ln this vlcinity. Whlle opposing left turn storage lanes would be highly desirable. lt 1S extremely important that a northbound storage lane be provided to minimlze congestion. The No.7 Blue Bus makes left turns from Llncoln Blvd. to west- bound Broadway and does have difficulty due to the severe congestion that presently exists. In add1tion to the exist1ng needs. there will be a dire necessity for a major left turn storage lane when the one-way plan is 1mple- mented rnaklng Broadway westbound from Llncoln Blvd. to Ocean Ave. Staff has prepared two possible northbound left turn storage lane configurations (see ~V SfP 1 2 1978 -' . e e To: Mayor and Council -2- August 28, 1978 Attachments A and B). Attachment B, which provides a 50-foot-long storage lane, would requ1re the removal of five parking spaces. Attachment A, Wh1Ch would provide a 150-foot-long storage lane, requires the removal of only seven parking spaces. The removal of only two more parking spaces provides for the storage of an additional five or six vehicles waiting to turn left onto Broadway. Staff believes that the traffic volumes at this 1ntersection warrant the longer storage lane Slnce it requires the removal of only two additional park1ng spaces at the curb. In addition to 244 off-street spaces ava11able 1n the block between Broadway and Colorado, there w1ll st1ll remain 13 on-street park1ng spaces. The off- set trans1tion area necessary north of Broadway will result in the removal of one metered space on each side of lincoln Blvd. The five on-street spaces to be removed south of Broadway are directly in front of a clothing store and an Ital1an delicatessen that prov1de 35 off-street parking spaces for their customers. Add1tionally, north of these two business establ1shments is a 26-space off-street parking lot serving the Italian restaurant at the corner of Broadway and Lincoln. The benef1ts derived for the community at large from such an installation would be substantial Slnce it would result in considerably less energy use and lower pollution levels. This 1mprovement, which will save the communityts residents considerable time and frustration, will cost less than 5500 since no r1ght-of-way acquisition or construct1on is necessary to implement this much-needed installation. Recotmlendatlon It is recommended that staff be authorized to establish a northbound left turn storage lane on Lincoln Blvd. at Broadway and to remove seven on-street parking spaces to facilitate this much-needed improvement.
