SUBJECT: Petition for Traffic Controls on 6th St.
Introduct1on
This report relays to Council a petltion for traffic controls at 6th St. in
two locations in the Ocean Park area. It was presented to staff members at
a neighborhood meeting held on December 13, 1978, at the Child Care Center
located at the corner of 6th St. and Ocean Park Blvd.
Background
Community Meeting
The Director of General Services and the Traffic Engineer, at the request of
Mr. Nicholas Allls, appeared at a neighborhood meeting to discuss traffic
controls on 6th St. There were approximately 30 to 35 people 10 attendance
at the meeting presided over by Mr. Allis.
Mr. Allis had been informed by staff that a moratorium was in effect on the
installat10n of all traffic control devices until July 1,1979. At that time,
under a State Office of Traffic Safety grant, the traffic englneering consul-
tant hired by the City to examine hazardous locations will present a report
to the City Council.
The petitions specifically request additional stop signs be lnstalled on 6th St.
at the intersections of Hollister Ave. and Pacific St. These petitions were
signed by 54 individuals. During the meeting the subject of a traffic signal
installation at 6th St. and Oc~an Park Blvd. was raised by several individuals. / /.8

Stop Sign Request
Staff explained to those present that under established criteria for the
installation of traffic control devices, no warrants existed for the instal-
lation of four-way stops at either Hollister Ave. or Pacific St. on 6th St.
Staff explained that four-way stop signs in themselves do not reduce speed
and that studies taken recently indicate that they have a very negligible
impact on speeding. Staff also suggested that 6th St. could be removed from
the Functional Classificat10n Map as a minor collector street. Such action
would automatically reduce it to a local street, thus coming under the
coverage of the recently amended Section 40802 of the Californla Veh1cle Code.
This amendment becomes effective January 1,1979, and permits the use of
radar on local streets and roads. However, none of these suggestions were
favorably received since the group obviously preferred stop signs at these
locations.
Signal Request
Although not requested in the attached pet1tion, several persons attending the
community meeting have requested the immediate construction of a traffic
slgnal on 6th St. at Ocean Park Blvd.
The Traffic Engineer has had this intersect10n designated for a future traffic
signal for several years when warrants are satisfied. The staff has not
designed this project to date. No capital funds are currently budgeted for
any signal improvements 1n the City, however it may be possible to use
Community Development funds for this purpose.
The Traff1c Engineer has prepared an extensive technical report regarding this
matter and will be available to discuss it at the Council Meet1ng.

Speclal Features of Location
Sixth Street has relatively little traffic, but serves the Boys' Club,
Los Amigos Park. and the Child Care Center at 6th St. and Ocean Park Blvd.
Each of these facilities attracts children to 6th St.
While these stop signs do not meet technical warrants, the volumes of
traffic on 6th St. are relatively small and, therefore, the stop signs
will not interrupt a large number of motorists.
Recommendation
It is recommended that because of the unique features of this street that
four-way stop Slgns be authorized at the intersections of Hollister and
Pacific on 6th Street for a one year trial basis.
It is further recommended that staff be instructed to begin design and to
seek funds for a traffic signal for the intersection of 6th St. and Ocean
Park Blvd., and to place this item on the Councll Agenda for further conslder-
atlon within 60 days.

is no need ror such a comnittee to meet with Mr. Fren in
our opinion inasmuch as what we des ire is very clear and
si~ple 1) T\,ro (2) stoP signs at the intersection of Sixth
and Eollister, one facing north and the other faclng south,
2) 11;.;'0 (2) stop signs at the lntersection of Sixth and
"Paci+:"ic, one facing north and the other facing south, 3) A
traf~ic ll'2:ht at the intersection of Sixth and Ocean Park
Boulevard. Please consider the above to be the final
ex~ression by those attendin~ the meetlng last night and of

My understandin7- of what transpired at the meeting ,~7as that
you would not reco~mend against any of the above and that
'Ide should appear before the City Council on January 9, 1979
to present our case In addltlon, you "lill transmit to the
Clty Council an account of our Deetin~ last night includinS
the fact that renresentatives attended who were residents of
S~xth Street, residents of Beverly, whose property has
access on Sixth, representatives of the Children's Center,
representatives of John rluir Sc~ool and the Boy's Club.

Finally, there was unanimous expression of op1n~on in favor
of the tvlO (2) stop signs and I be11eve I a~ correct in stating
that there was near unanimous opinion in favor of the traffic
light on Sixth and Ocean Park Boulevard.
