SUBJECT: Four-Way Stop Slgns at the Intersections of
Alta, ~arguerita and Georgina on 11th Street
Introduction
City staff 1S 1n receipt of a request to limlt veh1cular traffic on 11th Street
between Montana Avenue and San Vicente Boulevard.
Background
In September, 1979, City staff received a petition to llmit vehicular trafflc
on 11th Street. The requestors want four-way stops at the intersectlons of
Alta, Marguerita, and Georgina Avenues on 11th Street. They stated the purpose
of llmlt1ng traffic is to reduce the danger to thelr children, to reduce noise
in a residential area, and to reduce alr pollution.
There is an existing four-way stop at the lntersectlon of 11th Street and
Carlyle Avenue. This stop is approxlmately midway between San Vicente Blvd.
and Montana Avenue.
Analysis
There are State and Federal warrants that are used for guidelines by almost
every Clty 1n southern California for four-way stop installations. The warrants
take lnto conslderatlon vehicular speed, trafflc and pedestrlan volumes, and
accidents at an intersection.
Recent counts on 11th Street indlcate very low vehicular volumes for a collector
street. The low accident rate in the subJect area may be attrlbuted to good

visibllity from the cross streets. It does not meet any of the warrants pro-
vided by the State and Federal governments.
Additional local factors must be taken into consideration prior to the instal-
latlon of a four-way stop. The effectiveness of the proposed Solutlons to the
problems outllned by the requestors must also be analyzed.
A stop slgn installation reduces speed only lmmediately adjacent to the sign.
In most cases, drlvers accelerate as soon as posslble to a speed faster than
they drove before the stop slgns were installed. They do this apparently to
make up for time lost at the stop sign.
In almost all cases, through traffic volumes stay the same after the installa-
tion of unwarranted stop slgns. Occasionally, the street experlences a slight
volume decrease. However; after a few months; the volume of through traffic
is back to the orlginal levels.
Orivers tend to ignore traffic controls or obstacles that; ln their view, are
unnecessary. If they are frequently required to stop for a stop slgn and rarely
see any traffic on the opposlng street, they may become lmpatlent and tend to
roll through stop slgns that have no obvious need.
Experience of some clties shows that where signs were used to stop a high
volume street for a local street the accidents increase drastically.
Unwarranted stop signs increase vehicle fuel consumption. This is especlally
noteworthy in light of present fuel situation. Stop signs increase stop/start
actlons and therefore increase exhaust fumes and assoclated hydrocarbons. Noise

pollution increases due to stops and acceleration and the assoclated englne
noises.
For the above reasons~ we cannot recommend the installation of stop slgns at
the intersections of Alta, Marguerita~ and Georgina Avenue on 11th Street.
Staff will continue to monitor these locatIons to determine If the prevalling
conditlons change and may warrant a stop sign installation in the-future.
Recorrunendation
It is recommended that Clty Council deny the request for additional four-way
stop signs on 11th Street between Montana Avenue and San Vicente Boulevard.
