No changes are recommended south of W~lshire Boulevard. BACKGROUND At the October 12th Council Meeting City Staff was instructed to modify the existing roadway strip~ng on 26th Street between San Vlcente Boulevard and Montana Avenue to provlde one lane in each dlrection separated by a two way left turn lane and remove the peak hour parking restrictions. In addition, Staff was ~nstructed to study and make recommendatlons for similar changes from Montana Avenue to Wilshlre Boulevard, prov~de specific analysls for four way stops north of Montana Avenue and roadway narrowlng for pedestrlans. Since the Council meeting Staff has rece~ved requests to continue the str~plng changes south of Wllshire Boulevard to Broadway. Staff has analyzed the lntersection of Georgina, Carlyle, Marguerita and Alta Avenues at 26th Street for four way stops. The intersection of Georgina and 26th Street met 54 percent of the criteria with Carlyle, Alta and Marguerita at 26th Street meeting 36, 14 and 0 percent of the crlterla, respectively. Staff lnvestigated reducing the roadway width or "choking" 26th Street at each intersection by extendlng the curb, gutter, and sidewalk 8 feet ~nto the roadway. The effect of the roadway w~dth reduction at each intersection on vehlcle speeds will be minimal due to the great dlstance between intersectlon. In addltion, the chokers may increase the potential of "run off roadway" type accidents. Staff surveyed all res~dents and businesses on 26th Street between San Vicente Boulevard and Montana Avenue for thelr opinions and perceptlons, to the striping changes the C~ty lmplemented (see attached survey). Staff received 49 responses out of the 86 survey forms distrlbuted or a 57 percent response. Flfty three percent of the people surveyed indicated strong approval and an additlonal 28 percent indicated approval of strlping changes. Seventy two percent lndicated it is easier to enter their driveways and 53 percent indicated greater ease exiting thelr driveways. Flfty five percent felt safer walking along 26th Street and 49 percent felt safer crossing 26th Street. Thlrty percent indicated they are parki ng on street more frequently. Flfty one percent of the people indicated a perception of signiflcant or slight decreases in trafflc volume and 75 percent perceived a significant or slight decrease in overall vehlcle 2 GS:SS:RD:db Santa M.a, Cal~fornia Council Meeting ~st 3, 1982 speed s. Fifty nlne percent indlcated a signiflcant or slight decrease in inc1.dents of "drag racing" . The actual traffic volumes and vehicular speeds have decreased very slightly from 12500 to 12400 vehicles per day and from 40 to 36 miles per hour, respectively. The primary negative comment (although a minority veiwpolnt) was that it 1.S more difficult to exit the drlveway since the changes. MONTANA TO WILSHIRE BOULEVARD Staff has reviewed the traffic volume, speed data, and general trafflc flow characteristlcs on 26th Street between Montana Avenue and Wilshlre Boulevard. Staff's analysis indicates the overall traffic conditlons are similar to 26th Street north of Montana. The proposed striping changes should have a s mila r effect on traffic speeds south of Montana Avenue. SOUTH OF WILSHIRE BOULEVARD Staff has reviewed the request for strlping changes south of Wilshire Boulevard to Broadway to facilitate 24 hour on-street parking. The existlng on-street parking is prohibited from 7:00 to 9:00 a.m. and 3:00 to 6:00 p.m. on both Sldes of the street. The travel characteristics of 26th Street change sou th of Wilshire Boulevard. The area south of Wllshire Boulevard is sandwiched between maJor east-west commercial corrldors. Twenty Sixth Street is one of the few north-south streets designed to handle the north-south trafflc. Further, 26th Street north of Wilshire has a very hlgh peak dlrection volume SpIlt (heavy southbound and light northbound in the morning and the opposite 3 . Twenty Sixth Street south of W11shire is more heavily traveled in both directions by people com1ng to work in the east west commercial corridors. The Staff believes it 1S necessary to retain two lanes of traffic in each directlon south of W11shlre Boulevard to avoid congest1on. All the affected res1dential propertles south of Wilshire Boulevard have off-street parking. However, many of the garages are used for storage and some residents may not have enough off-street parking for all thelr vehicles. However, the City has modified existing on- street parking restrictions to allow residents to park on Broadway overnight to help provide additional parklng. For these reasons Staff is not recommendlng any striping changes south of W11shire Boulevard. Staff has been in contact with several representatlves of the residents on 26th Street north of Wll shlre Boulevard. The residents felt it was not necessary to have a meeting to discuss the proposed changes for they were in favor of them. Staff has been in contact wlth several of the residents south of Wilshire who have been actively involved ln parking and traff1c related items in the past and advlsed them of our recommendations.
