Introduct1on
Th1S report recommends City Council lnstruct Staff to 1nstall
permanent trafflc d1verters and establlsh a public hearlng 1n
30 days to assess the cost of trafflc d1verters to all the
properties abutt1ng Wash1ngton Avenue between 20th and 26th
Streets.
Background
On April 28, 1981, City councll 1nstructed Staff to lnstall
traff1c diverters on Wash1ngton Avenue to prohib1t eastbound
trafflc at 20th Street and westbound trafflc at 26th Street
for a four month tr1al period. Staff was lnstructed to return
after the trlal perlod with a recommendat1on on permanent
1Dstallatlon, cost estlmates and posslble fundlng sources. The
trafflc dlverters were lnstalled on Hay 27th. The four month
trial perlod ended on September 27th.
Staff has conducted before and after studles on the effect the
traffic diverters have had on all the streets bounded by Montana
Avenue on the north, W11shlre Boulevard on the south, 26th Street
on the east and 20th Street on the west (Attachment I).

All the streets in the study area are local streets.
In general, a local street carries less than 1500 vehicles
per day. Complaints from the public become more frequent
when a local street has more than 2000 vehlcles per day.
Local resldentlal streets are meant to prov~de access~bll~ty
to limlted areas d~rectly dependent upon them; not to all
travelers who f~nd ~t convenlent to use them. The probleI"'ls of
traff~c on resldent~al streets can be traced to a co~=l~ct
between ceslres of dr~vers on the street and the expectat~ons
of res~dents alor.g it.
The stUdl2S conduc~ed by Staff Indlcates the trafflc Clverte~s
reducec the number of vehlcle trips in the entire study area
by 4805 tYlpS or 21 percent (Attachnent II). All the streets
have trafflc volumes less than 1500 vehlcles per day except
23rd and 24th streets Just north of Wllshlre Boulevard. However,
23rd street experlenced the greatest decrease In traf::lc l.n t~e
er.tlre study area. Before the dlverters were l.nstalled 23rd
street had trafflc volune of 3815 vehlcles per day and after
the dlverters were ~nstalled the volu~e is 2250 vehicles per
day. 24th street experlenced the lncrease from 1130 vehlc1es per
day to 1675 vehl.cles per day. This may be attributed to the
change in travel patterns in the study area.
Washington Avenue trafflc volumes decreased from 2555 vehlcles
per day (VPD) to 900 VPD west of 26th street and 2305 VPD to

1015 VPH east of 20th street. Callfornla Avenue trafflc
volumes lncreased from 990 VPD to 1185 VPD west of 26th
street and decreased from 1365 VPD to 1300 VPD.
Idaho Avenue trafflC volumes lncreased from 480 VPH to
750 VPH west of 26th street and lncreased from 990 VPH
to 1195 VPH. This lndlcates a general redistrlbutlon of
the travel patterns wlth~n the study area. In addlt~on
lt lndlcates the traffic diverters on Washington Avenue
have successfully diverted traffic to Montana Avenue and
Wllshlre Boulevard, not to the adJacent local reSldentlal
streets of Idaho and California AVenues.
The cost of a more permanent lnstallatlon is estlmated to
be between $8,000 and $10,000. There are 55 propertles abutt-
lng Washlngton Avenue between 20th and 26th street. If an
assessment district lS establlshed to pay for the traffic
dlverters the cost would range between $145 and $182 per
effected property owner. Staff has advlsed the Washington
Avenue people of the proposed assessment district and costs.
We have recelved no obJections from them to date. An alternatlve
would be to pay for the lnstallatlon out of the General Fund.
Another option lS to leave the existlng barrlcades In place.
There is a problem with reduced slght dlstance due to the helght
of the barrlcades. In addltlon, the clty should take over the
malntenance of the barrlcades rather than depending upon local
resldents.

Callfornla Supreme Court rules on whether a Clty can 1nstall
Trafflc dlverter and/or barrlers (Rumford vs. City of Berkeley).
Recommendatlon
It 1S recommended Clty Councll lnstruct the Superintendent of
Streets to mall and post notlce to all the abutting property
owners on Washlngton Avenue between 20th and 26th Streets
advislng them of their optlon to lnstall the permanent traffic
diverters or the Clty will do the work and assess the costs.

As I am unable tD attend tomorrow night's city council meeting
~Will you please he so kind as to have someone read my testimony, follow-
ing, into the recDrd for the public hearing on the permanent closure
of WashingtDn Blvd?? Thank you.
TESTIMONY.
By thls time the City, Council, the City Attorney, and the City
Trafflc Engineer should have matured enough 1.n their positions to know
that Dne can't give to some of the citizens without taking from the
rest As the City Attorney and Traffic Eng1.neer are the taxpayer paid
staff it is also encumbent upDn them to do thelr homework in advising
the council The f1.rst requisite for any of of the above clty officlals
is to know, uphold and obey the law, which alsD appl~ equally to all
citizens
In regard to yet another traffic experiment, this one located
on Washington Blvd. and its temporary and now proposed permanent
closure, sufficient time has passed for the vocal city attorney to
advise the cDuncil on the matter of closure of the street to through
traffic that statute and case law states the following
" the streets of a city belong to the people of the state,
and the use thereof is an inalienable right of every citizen . .
and the use of highways~all streets are statutorially highwayj] for
purposes of travel and transportation 1.S not a mere privilege, but a
common and fundamental right of which the public and ind1.v1.duals cannot
be righ~tfully deprived.. .AIl persons have an equal right to use them
for purposes of travel by the proper means, and with due regard for
the corresponding rights of others...a city may not restrict th~ right
to travel upon one of its streets to its residents or to other ,
exemp-

Why? The streets and highways are pa1.d for by the state impos-
ed gas tax funds and the underlying purpose of state control and regula-

If Santa Monica has become one of the most litigious cities
per populat~on ~n the nation, it is about time the aforementioned
public off~cia1s look to themselves in regard to the expenditure of
funds and the causes and issues of turmoil in this city. The residents
of Santa Monica have had enough of sandpile engineering!
To those residents who desire to become ghettos or enclaves
through special priv~1eges, the arbitrary and capricious actions of
the above mentioned offica1s may well turn against you in doling out
the1r favors the next time around _ ~
