Introduction
ThIS report recommends CIty CouncIl adopt a resolutIon
approving Supplement No. 7 to the Local Agency/State Agreement
No. 07-5107 for Federal Highway Safety Act funds for Traffic
SIgnal ModIfIcatIon at VarIOUS locatIons cItYWIde.
Background
In 1982, CIty Staff applIed VIa Supplement No. 7 for
Federal-AId Safety Improvement Funds (Hazard ElImination Safety)
to upgrade traffIC signals at the IntersectIons of Colorado and
4th, Santa MonIca and 4th, 5th and 6th Streets, LIncoln and
OlympIC, Broadway and 11th, Ocean Park and Neilson Way, Colorado
and 11 th and PICO and 6th Street.
The orIgInal Local Agency/State Agreement for Federal AId
funds was SIgned In 1977. The latest program supplements are
Supplement No. 4 for the Barn ard Way curve Improvement (approved
by CouncIl, November 22, 1983), Supplement No. 5 which was
approved by CouncIl on June 26, 1984 for reImbursement for work
done on state hIghways durIng the WInter 1983 storms, and
Supplement No. 6 for the realIgnment and constructIon of a
concrete medIan barrIer on 23rd Street at Dewey. Staff has SInce
recommended to drop the concrete medIan barrIer project because
of neIghborhood opposItion. iI-t"

Budget/FinancIal Impact
The Cloty's 1984-85 budget approprIated fund s for thIS program
WhICh exceed the amount of the grant program as approved. It 1S
posslble that the Clty wIll be allocated addItional funds from
thlS grant source later in 1984-85. However, at thIS tIme It is
recommended that the approprIatIons authorIzed In the CIty'S
capItal budget be decreased as outlIned below in order to
accurately reflect the grant program as now authorlzed.
Furthermore, gIven the nature of thIS project a percent for our
allocation appears to be lnappropriate and IS therefore to be
deleted at thIS tIme.

A RESOLUTION OF THE CITY OF SANTA MONICA
APPROVING SUPPLEMENT NO. 7 TO THE LOCAL
AGENCY/STATE AGREEMENT NO. 07-5107 FOR
FEDERAL-AID SAFETY FUNDS FOR THE MODIFICATION
OF VARIOUS TRAFFIC SIGNALS CITYWIDE.
WHEREAS, the City of Santa Monica subm1tted an appl1cat1on
for Federal-A1d Safety Improvement Funds for the mod1flcation of various
traffic 51gnals cltYWlde.
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS. ~
SECTION 1. The Clty Councll of the Clty of Santa Monlca
does hereby approve and author1zes the C1ty Manager to execute the
attached Program of Local Agency Federal-Aid Safety Improvement Project
1n the C1ty of Santa Mon1ca Program Supplement No.7.
SECTION 2. The C1ty Clerk shall cert1fy to the adopt1on of
thlS resolutlon. and thenceforth and thereafter the same shall be 1n full
force and effect.
