Streets
INTRODUCTION
Thls report recommends Clty Council approve the striping
changes on 11th and 14th Streets between W1lsh1re Boulevard and
Pico Boulevard.
BACKGROUND
Clty Councll at thelr November 23, 1982. Council meeting
requested the proposed strlping on 11th and 14th Streets between
Plea and whlshire Boulevards be put on the agenda for publlC
dlScussion.
Eleventh and 14th Streets are 52 feet from curb to curb wlth
two lanes 1 n each direetlon and parklng along most af the street
segments.
The width of a parking lane 1 S 8 feet. Therefore the effectlve
roadway wldth is the overall wldth of 52 feet mlnus the two 8
foot parklng lanes for a travel lane width of 36 fe et. The travel
lanes are therefore 9 feet in w1dth. Current State guidellnes
recommend the lane closest to the centerllne be 10 feet wide and
the lane closest to the curb or parked vehlcles be 12 feet Wlde.
These lane wldths are deslreable especlally when there lS high
truck use. Both of the subject streets are deslgnated truck
routes. The eXlst1ng narrow lanes vlrtually prohlb1t all bicycle
use along 11th and l4t h Streets 1n the subject area.

The attached accldent rate companson indicates 11th and 14t h
Street have a slgnlflcantly hlgher accldent rate per million
vehlcle ml1es traveled than slmllar streets. The accldent rate
should be less than 1.0 accldents per million vehlcle miles
traveled (Ajf4VT). The higher accident rate can be partially
attributed to narrower travel lanes. It should be noted 26t h
Street formerly had an accldent rate which exceeded 2 AjMVT.
Since the conversion to one lane in each directlon with the two
way left turn lane the accldent rate has dropped to 0.65 AjMVT.
At most of the intersections there are no left turn lanes. The
lack of 1 eft turn lanes contnbute to a hlgher frequency of
accldents 1 n the lntersectlons than on other slmilar streets.
The proposed striplng changes wi 11 provide for one 12 foot
lane 1 n each dlrectlon with a two way left turn lane 12 feet 1 n
wldth. The proposed restriping will reduce the incldence of rear
end accldents at lntersections and parked ca r or sldeswipe
accldents 1 n the mldblock street segments. In additlon, the
proposed changes should reduce overall vehlcle speeds and
encourage the use of bicycles by providing increased safety
because of the wider traffic lanes.
St a f f discussed the proposed changes wlth the Hlghway
Engi neerl ng Department of the Automoblle Club of Southern
Callfornla. The Auto Club's Staff concurred with City Staff's
analysls and recommendatlons to change the stnping on 11th and
14th Streets.

P1CO Boulevard.

Mr. Al Kolker called this office on Frlday~ December 10. He asked
that I glve the message to all Council members that he wants to be
sure that the restriping of 11th St. and 14th St. goes through as
soon as posslble. He said that PNA members feel that the public
hearing is a delaying tactlC.
