Subject: Recommendation to Adopt a Resolution to Authorize
the City Manager to Apply for a Grant Under the Fuel
Efficient Traffic Signal Management Program (FETSIM)
Through the California Department of Transportation
(Caltrans)
Introduction
This report recommends City Council adopt the attached resolution
which authorizes the City Manager to apply to Caltrans for a
grant for $9,900 which will be used for the improvement of the
signal timing along 20th Street.
Backqround
Each year grant monies are made available from Caltrans for
traffic signal management programs, specifically the development
of improved signal timing. Staff has submitted an application and
received preliminary approval for a project along 20th Street.
The attached resolution must be adopted by city Council in order
that the city Manager be empowered to sign grant agreements.
Fiscal/Financial Impact
An application has been submitted to FETSIM, FY88-89 for $9,900.
Upon approval of the grant funds, budget revenue account
20-932-365-000-000 should be revised to reflect $9,900 and funds
in the amount of $9,900 should be appropriated to account
20-770-416-000-955.

Recommendation
It is recommended that City council:
A) Adopt the attached resolution which authorizes the city
Manager to apply for $9,900 of FETSIM funds for the
improvement of signal timing along 20th street; and
B) Upon grant approval, revise the budget revenue account
20-932-365-000-000 to reflect an increase of $9,900
and appropriate $9,900 to account no. 20-770-416-000-955.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING FUEL EFFICIENT
TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT
APPLICATION
WHEREAS, the City of Santa Monica recognizes that it
is in the interest of the national economy to promote the
conservation of energy resources and to reduce our nation's
dependence on costly foreign oil; and
WHEREAS, fuel efficient traffic signal management by
the City of Santa Monica will provide benefits to the local
community in the form of improved traffic flow, reduced fuel
consumption, reduced vehicle operating costs, reduced air
pollutant emissions, and improved safety due to smoother flow;
and
WHEREAS, funds have been established and are
available through the California Department of Transportation for
grants to local governments for efficient traffic signal
management projects,
NOW, THEREFORE, the city Council of the City of Santa
Monica does resolve as follows:

SECTION 1. The City Manager is authorized to submit
an application to the California Department of Transportation for
a Fuel Efficient Traffic Signal Management grant, and the City
Manager may execute in the name of City of Santa Monica all
necessary applications, contracts and agreements to implement and
carry out the purposes specified in this Resolution.

SECTION 2. The city Clerk shall certify to the
adoption of this Resolution , and thenceforth and thereafter the
same shall be in full force and effect.
