INTRODUCTION
ThlS report recommends Clty Council lnstruct City Staff to
1nstall a two way left turn lane on Montana Avenue between 26th
Street and Harvard Street and left turn lanes at the
1ntersectlons of Harvard and Yale Streets for westbound left
turns.
BACKGROUND
In March, Staff prepa red an 1 nformation 1tem for C1ty Councll
adv1s1ng them of res1dent1al concerns regarding vehlcle speeds
and traff1C on Montana Avenue between 26th Street and Stanford
Street. CounCil requested thiS Item be placed on the agenda fo r
d1Scusslon. Staff presented the proposed two way left turn lanes
on Montana Avenue between 20th and Stanford Avenue at the July
26th CounC1l Meeting. Council expressed the1r concerns about
chang1ng the street between 20th and 26th Streets and not
surveYlng the residents in th1S a rea. Staff has deleted this
segment of roadway for cons1derat1on at th1S time.
Montana Avenue between 26th Street and Stanford Street has
pa r k 1 n 9 on bot h sldes of the street and 16 foot trafflc lanes.
The re 1 S insuff1clent room for two lanes in each d1rect1on and
excess room for one lane 1 n each d1rectlon.

Staff was initially contacted by reSidents who expressed
concerns about traffiC accidents, hlt and run vehlcle accldents
and vehlcle speeds on Montana 1 n the subJect area.
The proposed striping changes Wi 11 provide for 11 foot trafflC
lanes and a 10 foot two way left turn lane between 26th Street
and Stanford Street and 10 foot wide westbound left turn lanes at
Harvard and Yale Streets (see attachment). Some striping changes
wlll also be made for better lane configuration at the
intersection of Montana Avenue and Stanford Street. The proposed
stnping changes wlll lmprove safety for all modes of
transportation on Montana Avenue 1 n the subject a rea by reducing
aCCidents and vehlcular speedS.
The use of two way left turn lanes 1 s rapidly becoming the
standard 1 n traffic englneering applicatlons rather than the
exception. Although a sma 11 percentage of vehicle drivers may
illegally use the two way left turn lane for paSSing slower
vehlcles, experience has shown these lnstallations improve safety
and red u ce vehicle speeds.
City Staff has surveyed the residents on Montana between 26t h
St r e et and Stanford Street. Surveys were hand delivered to all
reSidential dwelling unlts. Staff received 25 replies With 24
responses faVOring the proposed two way left turn lane.

BUDGET/FISCAL IMPACT
The estlmated cost of lnstalllng the two way left turn lane
and sandblastlng the old pavement marklng is $1,000. There are
funds avallable to accomplish thlS work in the Traffic Operations
Dlvlslon operating budget. No addltional appropn atlon of funds
w11l be requlred.
RECOMMENDATION
It 1 S recommended City Counc11 lnstruct Staff to lnstall a
two way left turn lane on Montana Avenue between 26th and Harvard
St reet and westbound left turn lanes at Harvard and Yale Streets.
