Subject' Proposed Traffic Signal at Main Street and Ashland Avenue
Introduct1on
Th1S report discusses two alternatives for the deslgn and implementation of a
traffic slgnal at the lntersectlon of Ma1n Street and Ashland Avenue.
Background
At the August 12 Clty Counc1l meet1ng (Item 11-B), Staff was directed to report
regarding the appropriateness of a traffic actuated or regular (flxed tlme)
traffic signal at the 1ntersection of Main Street and Ashland Avenue.
The eXlsting traff1C slgna1s on Main Street are fixed time at the 1ntersections
of Pler Avenue and Ocean Park Boulevard and an actuated traff1c signal at Hill
Street. The primary reason there 1S no progression between slgnals is outdated
controllers and no interconnect between traffic slgna1s. The outdated traffic
controllers wlll be updated as part of the traffic slgnal improvements the City
Councll approved in July. The new controllers will be traffic and pedestrlan
actuated. This means that Maln Street will rema1n green until either a vehicle
on a side street drives over a detector or the pedestr1an button 15 act1vated.
A flxed tlme traffic 51gnal installation at the inter5ect1on will not guarantee
progressive traffic flow unless lt 15 1nterconnected to the traffic actuated
signals at Marine Street and Hill Street. An actuated traffic signal would be
more responsive to the actual pede5tr1an and vehlc1e demands. In additlon, time
clocks may be installed ln an actuated controller to make the slgna1 operate
durlng the peak traffic volumes as a fixed tlme traff1c slgnal to ensure progres-
sion.

The cost for a fixed time traffic signal would be $45,000 and the interconnect
between Marine and Hlll Streets would be $13,700 for a total of $58.700. The
cost for a trafflc actuated traffic signal would be $50,000.

It is recornnended that CmITlcil a:?propriate $50,000 for the design and 1n-
stallation of a traffic actuated s1gnal at the intersection of Ashland Avenue
and Main Street.
