ThlS report recommends C1ty Councll lnstruct Staff to prepare, send and rece1ve
Requests for Proposals to conduct a Central Business Dlstrict Parking and Traffic
Clrculatlon Study.
Background
At the October 28, 1980 Clty Council meetlng. Staff recommended the removal
of on-street parking on Fourth Street between Arizona and Broadway and lnstall
1 eft turn 1 anes. Actlon of C1ty Councll expressed concern ln remov1ng on-
street parklng to facllltate left turn lanes prlor to a Parking and Traff1c
Clrculatlon Study of the Central Business District. Counc1l expressed lnterest
in one-way streets that would prov1de increased on-street parking, lmprove
pedestrlan amenltles, and better provide for vehlcular trafflc. City Council
and Staff have also expressed concern regarding the lack of traffic analysis
for structures not requlred to submlt Environmental Impact Reports. Staff
belleves a study of the ent1re area 1S needed to properly evaluate the existing
and proposed traffic, and to better plan future street and slgnal improvement
proJects 1ncludlng lmproved access to the freeway.

Staff proposes to prepare Requests for Proposals to conduct a parking and
traffic analysls for the entlre Central Business Distrlct. The proposal would
lnclude. but not be llm1ted to~ eX1stlng traff1c volumes. lntersect10n turnlng
movement counts. pedestrlan counts. and capac1ty analysis. In addition.
projection of the effect of any trafflc generated by a project under construction
or design will be performed. The proposal will also request mltigation measures
for existlng problems and reVlew one-way streets and regional access to the
Freeway. The staff will speclfically request a comprehensive analysis of the
intersectlon of Llncoln and Olymplc Boulevards. Analysls will be requested
for both weekday and weekend condltlons. The est1mated cost for this project
1S less than $50.000 and wl1l take 3 to 4 months. Staff recommends a
consultant be reta1ned who has not performed analysis for any existing projects
wlthln the Central Buslness Distr1ct.
Recommendatlon
It 1S recommended that C1ty Council instruct Staff to prepare Requests for
Proposal to conduct a Central Business District and Freeway Access Traffic
Circulation Study~ and that traff1c consultants w1th vested interest 1n any
Central Buslness D1strict project be inellgible to submlt proposals.
