Subject: 4th Street between Broadway and Arizona Avenues
INTRODUCTION
Th~s report recommends City Council instruct Staff to ~nstall
revised striping to provlde left turn lanes and two southbound
travel lanes and one northbound lane on 4th Street between
Broadway and Arlzona Avenues.
BACKGROUND
The Central Buslness Distrlct Traffic and Parking Study
indlcates the intersection with the greatest amount of delay and
congestion is Santa Monlca Boulevard and Fourth Street. The
congestlon and vehicle delay result from a lack of left turn
lanes on Fourth Street. ThlS problem has been partlally remedied
by left turn restrictions. However, the restrictions impede
ove raIl vehicle circulatlon 1.n the Central BUSlness Dlstrict.
Staff has submitted several proposals to install left turn lanes
on Fourth Street over the last flfteen years.
Previous recommendatlons to improve the intersectlon of 4th
Street and Santa Monlca Boulevard have been to remove all the
on-street parking (25 spaces) and install two lanes in each
directlon wlth left turn lanes on 4th Street. The plans were met
by strong opposltion from the merchants and business owners on
4th Street and were subsequently voted down by City Council.
Staff has developed a plan which ffilnimizes the reduction of
on-street parklng spaces and effectlvely reduces congestion and

veh1cle delay problems at the intersection of Santa Monica
Boulevard. Staff proposes to install two southbound travel lanes
and one northbound lane w1th left turn lanes at the
intersections. (See attached) The proposed plan will require
removal of 4 on-street parking spaces on the west side of 4th
Street between Santa Monica Boulevard and Broadway. All the
park1ng on the eastside of 4th Street will remain as existing.
At the June 16th Transportation Committee meet1ng of the
Chamber of Commerce, Staff met with 4th Street merchants and
bus1nesspeop1e. The outcome of the meeting was overwelming
support of the proposed plan (see attached letter). Mr. Clark of
Clarks Furn1ture made the mot1on to endorse the plan. The four
spaces proposed to be removed are ln front of Clarks Furniture.
This work if approved will be done w1th1n the next six weeks,
lmmediately upon complet1on of the resurfacing.
RECOMMENDATION
It is recommended C1ty Council instruct Staff to install
striping to provide two southbound travel lanes, one northbound
lane and left turn lanes on 4th Street between Broadway and
Ar1zona Avenues.

The Santa ~onica Area Chamber o~ Commerce recently
hosted a meeting of the Fourth street merchants to
discuss the city staff's recommendations regarding the
proposed traffic changes on Fourth Street. After
careful deliberation the attending merchants agreed
to support the city staff's suggestions concerning
parking and tra=fic flow.
