Introduction
Th1S report transm1ts a proposed resolution for a Residentlal Intersect10n
Control P011CY.
B,ackground
On March 4, 1980, City Council instructed Clty Staff to prepare a resolution
for the adoption of a Traffic Control Device Polley.
Staff introduced to Counc11 on March 25, a policy Wh1Ch estab11shed warrants
for the instal1at1on of stop signs. Staff modified the Caltrans warrants to
be more conducive to the res1dent1al areas In Santa Mon1ca. C1ty Counc1l then
instructed Staff to modify the proposed warrants to be more comprehensive 1n
the dealing w1th nelghborhood safety and envlronmental health.

A maJor concern for the lnstallation of any traffic control dev1ce is liabllity.
Any standards for the installat10n of these devlces should be establ1shed based
on publ1C safety. Fallure to abide by thlS cr1terla may result 1n suits from
improperly 1nstalled trafflc control deVlces. The same would arlse 1f a
trafflc control dev1ce can be proven to be a contr1butory factor to an accident.
Recently, the Clty has been rece1v1ng a narked 1ncrease 1n clal~s alleging
traffic control devlces were either improperly located or malfunctionlng
(trafflc $lgnals).
It is Staff's POllCY when deallng w1th cit1zen requests, to determine the actual
problem at a spec1flc locat1on. If the requested trafflc control deVlce is
not approprlate, Staff has provided alternatlves to improve the safety of the
location. The net effect 15 solving the citizen's concern.

The most d1ff1cult problem to solve is prevent1ng vehicles from travelino at
excessive rates of speed. Presently. the most effective means used in-Santa
Monica 1S by enforcement. However, we can never provide the enforcement that
c1t1zens believe there should be. An alternative solution is reduc1ng or dis-
couraging veh1cular traff1c on certa1n sections of roadway. This may be accom-
plished 1n a variety of ways from traffic diverters to signs restricting people
to turn from maJor arter1als dur1ng peak commuter hours onto res1dential streets.
A satlsfactory solut1on to a neighborhood trafflC problem can be developed only
after a complete review of the facts of each specif1c case.
Staff has installed all-way stops at five locations. Each had a h1gh rlght
angle accldent history. Th1S type of accident can be corrected by stop slgns.
All flve locatlons met Caltrans warrants for accident frequency (f1ve accldents
for a 12 month period) but not any of the vehicular or pedestrlan volume warrants.
It should be noted that we are receiving complalnts 1n regards to vehicles
rolllng through stop signs on Fourth Street at Ashland Avenue.
The proposed POllCY has been modlfied to clarify the concern for the safety
and environmental health of resldential nelghborhoods. Under crlterla for
stop slgns. Staff lncreased the number of points asslgned for each accident
and el1m1nated the maximum pOlnt limlt. The unusual condition warrant was ex-
panded to lnclude llbraries, community meeting fac1l1ties. senior citizen cen-
ters or other simllar type of facillties. In addit1on, the POllCY establishes
cr1terla for alternat1ve traffic controls for residential nelghborhoods.
Staff has provided some examples of the stop slgn warrants at locatlons where
we have recelved requests for stop signs.
Recommendation
It ;s recommended that City Council adopt the proposed Residential Intersect10n
Control Policy.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA ESTABLISHING STANDARDS FOR
THE INSTALLATION OF TRAFFIC CONTROL DEVICES
WHEREAS, cont1nued growth of the C1ty of Santa Monica is
causing corresponding growth to the volume of traff1c over and across City
streets, and with such growth there is an increaslng demand for various
types of traffic controls by individuals and groups of citizens in the City;
and
WHEREAS, valuable time 15 consumed by the City Council in
considering the ind1vidual demands 1n regard to such controls; and
WHEREAS, in order to reduce the frequency of such involved
hearings and d1Scuss1ons for traffic controls, it is deemed necessary to
set min1mum standards for the installation of traff1C control dev1ces; and
WHEREAS, recognizing the principle that stop slgns are not a
substitute for speed regulations and other regulatory measures, but are
intended to fac1litate the orderly flow of traffic at intersections and
further recognizing the principle that indiscriminate use of stop signs
tends to hamper rather than aid in the safe and eff1cient flow of traffic,
and that use of stop signs at intersect10ns where not warranted will tend
to create disrespect for stop signs in general and w1ll tend to lessen the
self-enforcing adherence of the general public to compl1ance w1th the stop
sign installation; and
WHEREAS, the City Council 1S concerned about promoting the
safety and environmental health of residential ne1ghborhoods 1n the Clty
of Santa Monica; and
WHEREAS, the use of traffic control devices shall be qualified
for 1nstallation in accordance w1th the following rnin1mum criter1a, and

mining crlterla quallflcat10ns shall be the responslbility of the Parking
and Trafflc Englneer;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Two-~lay Stop
lnstallatlon Criteria
The total posslble number of points is 36. The i nsta 11 a-
tlon of two-way stop control is justified with a total of
18 points.
l. ACcldent Warrant
Six pOlnts are assigned for each accident susceptible
to correction by stop signs during one full year prior
to the investigation.
2. ViSlbllity Warrant - Maxlmum 9 points
Where the critlcal approach speed to the intersection
is less than 17 mph, 1 point shall be assigned for each
mph under l7mph. Maximum 9 points.
3. Volume Warrant - Maximum points
a. Major Street: 1 point for every 50 vehicles per
day entering in excess of 300 vehicles. Maximum
5 points.
b. Minor Street: 1 point for every 50 vehicles per
day entering in excess of 150 vehicles. ~1aximum
4 pOlnts.
4. Unusual Condition Warrant - Maximum 9 points
Where abnormal conditions exist, such as grades, curves,
blind corners, extremely high accident experience, a
school, library, community meeting faci11ty, senior

Installation Criteria
The posting of an lntersection for four-way stop control
should be based on factual data. Included are: through
street condition, accldent records. traffic and pedestrian
volumes, and unusual conditions such as proximity of schools~
fire station, etc. Points are assigned to each of these
cri teri a. The installation of four-way stop control is

One of the streets at an intersectlon must be a through
hlghway before the lntersection can be considered for
four-way stop control.

b. If both streets are through highways - 5 points
2. Accident Warrant
4 points are asslgned for each accident susceptlble to
correction by four-way stop control durlng one full year
prior to the lnvestlgation.
3. Unusual Condition Warrant - MaXlmum 5 points
Where unusual condltions exist. such as a school, fire
station~ playground~ steep hill, library. community
meetlng facility. senior citizen center. or similar
facillties~ etc., points are assigned on the basis of
engineer1ng judgment. A school location in itself is
not sufflclent justificatlon for a four-way stop
