SUBJECT: One-Way Alley -- Twentieth Court between California Avenue
and Relocated Wilshire Place North
Introduction
This report recommends that the staff be authorized to establish one-way
traffic southbound on the above-referenced alley.
Background
At the Council meeting of January 9, 1979, during the discussion regarding
the vacation of Wilshire Place North from Twentieth Court to Twentieth St.,
it was suggested by one of the residents that Twentieth Court be made
one-way southbound to discourage customers and employees of the proposed
office buildlng at Twentieth St. and Wilshire Blvd from exiting the
development and traveling northbound on Twentieth Court.
The staff, as requested by Council, has solicited comments from all of the
residents abuttlng Twentieth Court who wlll be affected. Eleven replies
have been received out of the nineteen letters which were sent. Of the
eleven replles, ten favor making the alley one-way southbound, and one
person opposes thlS plan.
Recommendation
It is recommended that the staff be authorized to make the alley southbound
only between Californla Ave. and the relocated Wilshire Place North, effective
as soon as the construction begins at the corner of Twentieth St. and to S

This letter responds to your letter of January 24,
1979 respect1ng conversion of the alley of 20th
~ Court to one way southbound between Californla Avenue

and the new develop~ent at 20th and Wilshlre.
As an abutt~ng property owner it ~s my suggestion that
the current two way traffic not be converted to one
way traffic until it is determined fro~ usage that such
a conversion would be beneficial.
Because of the jog that will be created in the alley by
: the alley relocatlon, it is ITy belie~ that no substan-
tial add~tional traffic will be generated in the alley
by reason of the construction of the new building. It
i would seem, therefore, that we should walt untll after
j the construction to deterMlne if one way traffic is
actually needed. If it is later determined that it is
I needed, the City could then act to protect everyone's
, interest.
