IntroductIon
ThIS report recoITlinends that the CIty CouncIl adopt the attached
resolutIons approVIng Supplement No. 8 (WIlshIre Boulevard
ReconstructIon from 21st Street to Centlnela Avenue) and
Supplement No. 9 (TraffIc SIgnal ModernIzatIon at VarIOus
Locations In the CIty) to Local Agency/State Agreement No.
07-5107 for Federal AId Urban fundsw
Backsround
The orIgInal Local Agency/State Agreement whIch set forth the
proportIonate shares for federally-funded proJects was sIgned in
1977. When federally-funded proJects for the CIty of Santa
MonIca are approved for constructIon, supplements to the or 19 inal
agreement must be authorIzed by resolutIon. 'rhe previous
supplement (~ow 7 ) was approved on August 14, 1984, for Federal
AId Safety Improvement Funds (Hazard Elimination Safety) to
upgrade traffIc sIgnals at varIOUS locations in the CIty.
WIlshIre Boulevard ReconstructIon from 21st Street to CentInela
has recently been approved for Federal AId-Urban (FAU) funds in
the amoLlnt of $870,822 wIth the CIty'S share beIng $139,178,
based on a total constructIon cost estimate of $1,010,000. The
CIty submItted to Caltrans an estimate of $1,001,000 for thIS

proJect and apparently a transposItIon of fIgures occurred 1n the
Caltrans offlcew Staff contacted Ca1trans and pointed out the
error and were assured that thlS would not adversely affect
recelVlng FAU funds and that it was too late for Caltrans to
change theIr paperworkw However, tne proJect lS stIll estimated
by the CIty and budgeted at $1,001,000. Therefore, Caltrans 1S
approvIng the proJect for $9,000 more than the CIty'S estImate.
These funds could be used for the proJect lf neededw Also, 1t 1S
proJected that nearly the entire amount of the C1ty'S share of
the Wllsh1re Boulevard ProJect ($138,038 based on $1,001,000
est1mate) w1ll be recovered through assessments of a portlon of
the costs to commerCl.a1 property owners. The proJect lS
scheduled to begIn 1n January 1986w
In add1tlon, FAD funds 1n the amount of $140,00u were approved
for traffIC slgnal modern1zat1on for the lntersection at Ocean
Park Boulevard and 14th Street; and for Interconnects to
Implement synchronlzat1on at Nellson Way between P1CO Boulevard
and Ocean Park Boulevard, Ocean Park Boulevard between 17th
Street and 20tn Street, and Ocean Avenue between Callfornia
Avenue and wllsh1re Boulevardw ThlS project is entIrely funded
by FAD mon1es and 15 scheduled to begln August 15, 1985.
Supplement Nosw 8 and 9 reflectlng the above proJects' fundIng
are attaChed. ResolutIons authorIzIng the CIty Manager to
execute the supplements are also attachedw

$22,499w06 has been spen t on thlS proJect for desIgn and a
pavement study.
ApproprIatIon aLlthority for the TraffIC SIgnal ModernIzation
proJect IS 1n the Streets, TraffIC Control and Parkl.ng Capltal
Improvement category, Account No. 43-770-4l6-000-9ll. Funds In
the amount of $299,307.13 vn11 be reapproprIated from 1984-85 to
1985-86. AddItlonal traffIC signal proJects wIll be submitted to
CalTrans for approvals to use the balance of these budgeted
funds. CouncIl WIll receIve resolutlons In the future to approve
addItIonal supplements to the FAU agreement.
RecommendatIon
It IS recommended that the CIty CouncIl adopt the attached
resolutIons approving Program Supplement No. 8 for W1lshIre
Boulevard ReconstructIon from 21st Street to Centinela and
Program Supplement No. 9 for TraffIC SIgnal Modernlzatlon to the
Local Agency/State Agreement No. 07-5l07.

MONICA APPROVING SUPPLEMENT NO. 8 TO THE LOCAL
AGENCY/STATE AGREEMENT NO. 07-5107 FOR FEDERAL-AID

2. The City of Santa Monica will advertise, award and admlnister this
project. The City will obtain State's concurrence prlor to either
award or rejection of contract.
3. In awarding, or agreeing to award the contract, the Local Agency
agrees the payment of Federal funds will be limited to the detail
estimate amount approved by the Federal Hlghway Administration in
the Federal-Aid Project Agreement (PR-2), or its modlfication
PR-2A, and accepts any increases in Local Agency funds.
4. The availability of Federal Funds will be subject to meeting
deadlines and/or other conditions as may be imposed by the
Director upon the recommendation of the FAll Advisory Committee.
s. In executing this Program Supplemental Agreement, Local Agency
hereby reaffirms the "Nondiscrimination Assurancesu contained
in the aforementioned Master Agreement for Federal-Aid Program.
