INTRODUCTION
ThlS report recommends Clty Council instruct City Staff to
lnstall a two way left turn lane on Montana Avenue between 20th
St reet and Stanford Avenue.
BACKGROUND
In March! Staff prepared an informatlon item for Clty Council
advlslng them of resldentlal concerns regardlng vehlcle speeds
and trafflC on Montana Avenue between 26th Street and Stanford
Avenue. Council requested this ltem be placed on the agenda 1 n
July for discussion. Slnce March! Staff has met wlth Montana
Avenue residents between 20th and 26th Street regardlng the
striplng and slgning on Montana Avenue.
Montana Avenue is 60 feet from curb to curb between 7th St reet
and 21st Street with four trafflc lanes between Llncoln Boulevard
and 20th Street. The trafflc lanes are reduced to one lane in
each dlrection between 20th Street and Stanford as the roadway
width narrows to 48 feet curb to curb east of 21st Street.
Montana Avenue between 21st Street and Stanford Avenue has
parking on bot h sldes of the street and 16 foot trafflC lanes.
Th ere 1 s lnsufflclent room for two lanes in each d1rectlon and 1S
too wlde for one lane in each dl rectlon.

In response to citlzen concerns regardlng vehicles traveling at
excess1ve speeds, passing on the r1ght and frequency of trafflc
accidents, City Councll instructed City Staff to reduce the
trafflc lane width by installing bicycle lanes on Montana Avenue
between 20th and 26th Streets. The subject changes were made 1n
July 198!. The analysls of these changes 1ndicated there was a
reduction of the critlcal vehicle speed from 39 MPH to 34 MPH.
The posted speed limit i s 30 M PH. However, the frequency of
traffic accldents remalned the same. In addltlon, the blcycle
lane experiences very low usage even during the peak usage times
(when sc h 0 01 is i n sesslon).
Clty Staff and the Police Chlef met with Montana Avenue
residents regarding the continued accident and speedlng problems
between 20th and 26t h Streets 1 n May 1983. The maJor concerns
from the resldents were trafflc accidents and the ability to
safely turn into and out of their drlveways or the cross streets.
The residents requested that the blkelanes be removed and a two
!t/ay left turn lane be lnstalled.
Clty Staff has surveyed the residents on Montana between 26th
Street and Stanford Avenue. Surveys were hand dellvered to all
resldent1al dwelllng unlts. Staff received 25 replles with 24
responses favor1 n9 the proposed two way left turn lane.
The use of two way left tu rn lanes 1 s rapldly becomlng the
standard 1 n trafflC englneering applications rather than the
exception. Although a small percentage of vehlcle drlvers may

veh1clest experience has shown these 1nstallations improve safety
and reduce veh1cle speeds.
BUDGET/FISCAL IMPACT
The estimated cost of lnstall1ng the two way left turn lane
and sandblast1ng the old pavement marking i s $lt500. There are
funds ava1lable to accompl1sh this work 1n the Traff1c Operatlons
D1vlslons' operating budget. No add1tional funds w1ll be
required to be approprlated.
RECOMMENDATION
It 1 S recommended C1ty Council 1nstruct Staff to 1nstall a
two way left tu rn lane on Montana Avenue between 20th and
Stanford Street and remove the b1kelane on Montana Avenue between
20th and 26th Streets.
