Ordinance Number 709, Truck Routes
Introduction
This report requests that the City Council direct the City
Attorney to amend the City's truck route ordinance (Ordinance No.
709) to delete the use of certain streets by trucks. The streets
include both 7th street and 26th street from Montana Avenue to
the northerly city limit, 23rd street from Pico Boulevard to the
southerly city limit, and Cloverfield Boulevard between pico
Boulevard and Ocean Park Boulevard.
Background
On September 13, 1988, the City Council directed staff to review
the City's designated truck routes and recommend appropriate
changes. The designated truck routes were orginally adopted, by
ordinance, in April of 1966. There have been no changes to the
routes since that time. Recently, Council and staff have received
requests to delete certain streets from the designated routes.
On October 25, 1988, City Council, at the recommendation of
staff, directed the City Attorney to draft an ordinance
authorizing the City parking and Traffic Engineer to implement
changes to the designated truck routes in conjunction with
Ordinance No. 709. Subsequent to Council's action, the City

Attorney has advised staff that changes to the designated truck
routes can only be implemented by city council action. Therefore,
an ordinance authorizing the city Parking and Traffic Engineer to
implement such changes cannot be adopted. This restriction is
based on California Vehicle Code regulations and was discovered
during the city Attorney's preparation of a draft ordinance.
In the interim, staff has investigated four truck route changes
requested by the city Council at the September 13th meeting.
These routes include 7th street and 26th street north of Montana
Avenue, 23rd street south of pico Boulevard, and Cloverfield
Boulevard between Pico Boulevard and Ocean Park Boulevard. These
routes basically serve to allow trucks to travel through the City
of Santa Monica into the neighboring City of Los Angeles. During
review of these proposed changes, staff contacted the Western
District Transportation Engineer for the city of Los Angeles to
discuss these truck routes between the City of Santa Monica and
the City of Los Angeles. The City of Los Angeles agrees in
principle that the deletion of these routes will be beneficial to
both cities. Further, the City of Los Angeles is also considering
the prohibition of trucks along their streets which are
continuous to Santa Monica streets. In addition, the removal of
these truck routes will move the City closer to its goal of
reducing the impact of commercial traffic in residential areas.
BUdget/Financial Impact
There is no budget/financial impact, other than the costs
associated with the purchase and installation of the appropriate

signing. However, it is anticipated this cost will be absorbed
within the current divison budget.
Recommendation
It is recommended that the City council direct the city Attorney
to amend the city's truck route ordinance (Ordinance No. 709) to
delete the following streets:
l. Seventh street from Montana Avenue to the northerly city
limit.
2. Twenty-Sixth Street from Montana Avenue to the northerly
city limit.
3. Twenty-Third Street from Pico Boulevard to the southerly
city limit.
4. Cloverfield Boulevard between pico and Ocean Park Boulevards.
It is also recommended that City Council direct the City Attorney
to consider modifying Ordinance No. 709 so as to incorporate the
ordinance into the Santa Monica Municipal Code.
