Introductlon
Th1S report requests that the City Council approve the widening of the final
portion of Cloverfield Blvd. between Broadway and Santa Monlca Blvd. A PubllC
Hearing on this matter was held on February 14, 1978, and Council referred
it back to staff for further analysis. This report lS the result of that
analysls.
Background
Presently, Cloverfleld Blvd. from Broadway to the Freeway has a un1form 60-
foot roadway w1dth followlng the recent w1dening. The Council had approved
a uniform 60-foot roadway width from Santa Monlca Blvd. to the Freeway, but
due to fund1ng dlfficulties and delays 1n r1ght-of-way acqu1sit1on, the pro-
ject was amended to two stages: From Broadway south to the Freeway, Stage
One; from Broadway to Santa Monica Blvd., Stage Two. Subsequently, r1ght-of-
way requirements of the State were changed, requiring extensive time and delay
whenever residents had to be relocated. Therefore, staff redesigned Clover-
field between Broadway and Santa Monica to prov1de approx1mately the same
capacity as was or1ginally planned w1thout the necessity of condemning the
three apartment bU1ldings on the east slde of Cloverf1eld.
This redesign provides the needed traffic lanes and requires less right-of-way

theoretically feasible, it does pose several problems from a practical stand-
poi nt. The only possible one-way system would be Cloverfield northbound from
Broadway to Santa Monlca Blvd. with 23rd St. southbound (as presently exists)
from Santa Monica to Broadway. Th1S would require construction of a north-
bound transitlon from Broadway to Schader Drive to eliminate the aforementioned
offset at the Broadway lntersection. It would also require the signalization
of 23rd St. and Broadway interconnected with Cloverfield. It would compel
all southbound motorists to travel from Santa Monica Blvd. to Broadway via
a narrow street (30 feet) having a mixed residential and commercial use. In
order to accommodate traffic demands, including commercial vehicles, parking
would have to be removed from both sides on 23rd St. The estimated cost of
Proposal B is $126,000 (includes new signal at Broadway and 23rd St.).
Recommendation
It is recommended that the City Counc1l adopt Proposal A as stated above and
authorize staff to proceed with acquis1tion of property and advertise for
bids. The four affected property owners have been notified of this agenda
item.
