cycles (each cycle length lS 60 secords) to get through the
lrtersectlOP. The prlmary cause of the delay is due to the large
volume of vehlcles maklrg an eastbourd left turn from P1CO
Boulevard to rorthbourd Cloverfleld Boulevard. The hlgh volume of
left turrs frequertly backs trafflC to 22rd Street and durlrg the
peak hour may back trafflc to 20th Street.

C1ty staff revlewed a varlety of alterratlves to determlPe a
solutl.or wh lch would lmprove traff1.c flow, minl.mlZe veh1cle
delay, ard have the least l.mpact or area bUSl.oesses. All of the
alterratl.ves were slmulated through the use of a ml.crocomputer to
determl.re the opt1.mum solutl.or.
The flrst alterpatl.ve aralyzed Was lergtherl.pg the eastboUI':!d
left turr lare ard l.rcreasl.pg the trafflc sl.gral cycle lergth
from 60 secor-ds to 90 secords. The le~gthenl.rg of the eastbourd
left turr la~e would require the ellmulatl.O~ of the westbound
P1CO left turr lare to southbound 23rd Street. Thl.S would dlvert

Thus, the lssue is rot one of extel1du'g the green tlme for the
eastbound left turr bllt ar lssue of how many veh~cles can be
stored for the eastbourd left turps betweep 23rd Street and
Cloverfield Boulevard. Therefore, the exterslor of the traff~c
s~grdl tlm~r.g wlll not resolve the problem.

OP the south slde of P1CO Boulevard between 23rd Street apd
Clover field Boulevard there lS 80 feet of curb available for
parkHJg. Thls equates to approx1mately 4 park1Pg spaces, poss1bly

The peak hours for trafflc op P1CO Boulevard rapge between 7 ard
9 hours dd~ly. Thus the peak hour restrictloPS would be .l.P affect
for almost all the work1.pg hours the busir-esses are opeped. The
o1'ly exceptlOI" ~s a cockta1l lounge that has lorger buslPess
hours. C1ty staff does rot recommerd allow1pg vehicles to park 1I1
a through traffic lane duru'g pop-peak hours, espec1ally at a
crltlcal ultersectior 1r the C1ty'S street system.

is the removal of 4 to 5 on-street parklng spaces.
Th15 15 to adv15e you Clty Council wlll be conslderlng the
proposed eastbound double left turn lane on P1CO at thelr
regularly scheduled meeting of July 24th held ln the Clty
Councll Chambers located ln Clty Hall at 1685 Maln Street.
The meetlng will begln at 7:30 p.m.
City Staff has revlewed the suggestlons provlded ln your
letters and has determlned that the suggestlons will not solve
the problem on a short term or long term basls. Therefore, City
staff is recommending Clty Counell approve the installatlon of
the eastbound double left turn lanes.

letter, we are hereby subm~tt~ng our protest to the C~ty of Santa Monica
~n oppOS1tlon to the removal of the four on-street park~ng spaces on the
south slde of P~co Boulevard between 23rd Street and Cloverfleld Boulevard
scheduled for :1.nstallatlon on March 12, 1984.
Although we understand the need to allev~ate traffic congest1on at certaln
peak bus~ness hours on P1CO Boulevard, the complete removal of these spaces
w~ll serve to act as a severe detr1ment to the customers of our tenants,
resultlng In loss of bus1ness, and pose a r~sk of personal safety to the three
female tenants who park 10 front of the:1.r stores. One tenant 1n partlcular,
the Broadway Cleaners, has customers that stop 1n for only a few rnlnutes to
drop off and/or plck up theLr cleanlng, and these people wlll flnd other
clean~n9 fac:1.11t1es ~f there ~s no convenlent street parklng. With thls in
m1nd, we would l~ke to pelnt out that these four spaces offer the only on-
street park:1.ng for more than a two block rad1US from 22nd to 24th Streets.
We know that lt has beer the pollCY of the C~ty of Santa Monica to try to
help, not hlnder, the small bUS:1.nessperson ~n lts communlty. We feel that
an alternative Solutlon eXlsts to thlS problem that would rel1eve the traf-
fl.c problel" wlthout puttlng our tenants out of buslness, and would l~ke the
opportunl.ty to part1c1pate 1.n a dl.SCUSS10~ on thlS SUbJect.
