Introduction This report requests that the city Council award a contract in the amount of $34,900 to paxin Electric Inc. , the lowest responsible bidder, for installation of a traffic signal at the intersection of Montana Avenue and 24th Street. Background School authorities and the Franklin School PTA requested that the city study traffic conditions around the school including a study of the feasibility of installing a traffic signal on Montana Avenue. Traffic and pedestrian counts were conducted in November, 1989 in the vicinity of the Franklin school. The results of the study indicate that the criteria, as established in the California state Traffic Manual for installation of a traffic signal, are met at the intersection of Montana Avenue and 24th street. Staff has subsequently prepared specifications for construction of a signal at this intersection. A notice inviting bids was published on June 7, 1990, in the Outlook and in four construction journals and sent to five - 1 - 6-b JUL 1 0 1990 . . . minority/women contracting organizations.
