Subject: Recommendation to Award a Contract to paxin Electric
Inc. for the Installation of a Traffic Signal at the
Intersection of Montana Avenue and 24th street.
Introduction
This report requests that the city Council award a contract in
the amount of $34,900 to paxin Electric Inc. , the lowest
responsible bidder, for installation of a traffic signal at the
intersection of Montana Avenue and 24th Street.
Background
School authorities and the Franklin School PTA requested that the
city study traffic conditions around the school including a study
of the feasibility of installing a traffic signal on Montana
Avenue. Traffic and pedestrian counts were conducted in November,
1989 in the vicinity of the Franklin school. The results of the
study indicate that the criteria, as established in the
California state Traffic Manual for installation of a traffic
signal, are met at the intersection of Montana Avenue and 24th
street. Staff has subsequently prepared specifications for
construction of a signal at this intersection.
A notice inviting bids was published on June 7, 1990, in the
Outlook and in four construction journals and sent to five

minority/women contracting organizations. Bidding packages were
requested by five (5) contractors. The bids were received, and
read by the Deputy City Clerk on June 26, 1990. Four (4) bids
were received as follows:
Paxin Electric Inc. $34,900.
Steiny and company $38,594.
D&V Electric $39,000.
C . T. &F . , Inc. $39,900.
Staff has checked the references provided by paxin Electric, the
low bidder, and found paxin's work to be satisfactory.
Budqet/Financial Impact
Funds required:
Contract $34,900.
Contingencies $ 3,500.
$38,400.
Appropriation authority is available in the amount of $38,400 in
account 01-770-415-28290-8918-99214.
Recommendation
It is recommended that the City council:
1. Award a contract to install a traffic signal at the
intersection of Montana Avenue and 24th street to paxin
Electric Inc., the lowest responsible bidder, in the
amount of $34,900; and
2. Authorize the Parking and Traffic Engineer to issue any
change orders necessary to complete additional work to the
extent of funds available in accordance with the
Administrative Instruction on Change Orders.

FNKEL: I dont' know what the date is but this council is already
on record as having instructed the City Manager to appoint a
proposed task force described in 14 F and to bring that proposed
task force back to council for a final vote of approval because
of the responses that the City Manager has had from certain
council members, the night has been slowed down the purpose of
this evenings 14F item is to move the agenda item forward so I
move tonight that nominations for and the appointment of
membersto this task force be scheduled for and made by this
council on the evening of Aug. 31 and that the size and
configuration of this task force be determined by this council
on Aug 31 to the extent that a resolution, an enabling resolution
is required to permit us to thus act on Aug. 31 I also move
tonight that we instruct the City Attorney to prepare, July 31,
excuse me, every reference to 31 that I made in this was intended
to be July. To the extent that an enabling resolution is required
in order for us to act on July 31, I move that we instruct the
City Attorney to prepare such an enabling resolution.
ZANE: Ild like to clear it that the applications have already...
FINKEL: It had already been advertised...
ZANE: The applications are all in...the City Clerk should be
instructed then to make sure that we all get copies of these
applications. This is a process which we previously created and
welre now just going to complete in terms of this task force.
FINKEL: That's correct.
