SubJect: Proposed Striping on P1CO Boulevard between
16th and 20th Streets
Introduction
Th~s report recommends C~ty Council approve the proposed
strlplng changes on P1CO Boulevard between 16th and 20th Streets
to provide a westbound left turn lane to the new Santa Monlca
College surface parking lot and the installat~on of parking
meters on the south slde of Pico Boulevard.
Background
Santa Monica College is constructing a new off-street parklng
lot on Pico Boulevard between College Lane (18th Court) and thelr
eastern property llne adjacent to the Unlon serVlce statlon
located at 20th Street and Pica Boulevard. The new parklng lot
will provlde an add~tlonal 120 parking spaces. As part of the
parklng lot deslgn the College's parklng kiosk will be relocated
to the redesigned College Lane entrance.
The College has requested that the Clty install a westbound
left turn lane on P1CO Boulevard at College Lane so that cars may
enter the new lot. In order to facl1ltate the request P1CO
Boulevard must be restriped becween 16th Street and 20th Street
(see attached plan).
There are now 3 on-street parking spaces on the north slde of

P1CO Boulevard and X spaces on the south slde of Pico between
16th Street and 20th Street. The proposed restrlping will requlre

eliml.natl.on of 2 on-street park1ng spaces adjacent to the I1quor
store located on the northeast corner of Pl.CO and 20th Street.
The liquor store has off-street parking.
The restripl.ng of Pica Boulevard W1.l1 res ul t 1.n a net increase

'- of ~ on-street parkl.ng spaces. It is proposed that all the
spaces be metered. The 1ncrease in on-street park1.ng wl.ll reduce
the number of veh1cles which currently park 1n the res1dent1al
ne1ghborhoods ad] acen t to Santa Monica College. Th1.s proposal
was discussed by the ad hoc Santa Monica College Parkl.ng
Comml.ttee (composed of representatl.ves of the surrounding
ne1.ghborhoods, the college and Councl.lmember Herb Kat z) and they
have approved the pI ans .
Cl.ty staff notifl.ed all the businesses and property owners of
the proposed changes. Only one objection was received to the
proposed plan from the Eggs Etc. store located directly across
the street from the new parking lot at 1819 Pl.CO Boulevard
(attachment ). The respondent has l.nd1cated that he wants the
Councl.l to reconsl.der the propused project. Two of the three
park1ng spaces which are proposed to be removed are 1n front of
their business. Eggs Etc. has 4 ~ff-street park1ng spaces beh1nd
their store. The proposed restriping and creatl.on of addit10nal
spaces will result 1n a large nUMber of spaces across the street

but a loss of 3 spaces near t hi s business. In addition to the
on-site park1ng for t h1s buslness, it 1S posslble to create 5
metered parking spaces on 19th Street with1n the first 100 feet
from P1CO Bl vd . and these are recommended S1nce they will be
adjacent to a church parki ng lot on the west s1de and adj acent to
an apartment on the east side.
Clty staff has ddVlsed all the affected propertles that the Clty
Council wlll be revlewing th1s matter November 12, 1985. It
should be emphasi zed that t h1s str1ping reV1S10n linll add 28 new
spaces on the south s1de of P1CO wh1ch w111 help alleviate
park1ng problems in resident1al areas around the College.
F1nanc1al/F1scal Impact
The r e are funds available 1n the Traff1c Operations budget to
l.mplement the proposed changes.
It is estimated the 28 additional parking meters will generate
approx1mately $8,000 for the balance of the fi seal year. The
park1ng meter revenue account number 01-902-030-000-000 5 ho ul d be
1ncreased by $8,000.
Recommendation
It 18 recommended C1 ty Gounc1l :
1 ) Approve the proposed striping changes on Pico Boulevard
between 16t h and 20th Streets to provlde a westbound left
turn lane to the new Santa Mon1ca College surface par ki ng
lot and the installatl.on of parkl.ng meters on the south
s1de of Pico Boulevard.
2 ) Increase the parklng meter reven ue account (01-902-030-
000-000) by $8000.
