Introductlon
Thls report recommends Clty Councll convert Grant Street
between 14th and 16th Streets to one-way eastbound.
Backgound
The resldents along Grant Street petitioned Clty Staff for
preferentlal parklng due to Santa Monica College students parklng
In the nelghborhood and the assoclated problems they caused.
Staff met wlth the local residents and subsequently came to
an agreement the Clty of Santa Honlca and Santa Bonica College
would work together to provlde addltional off-street parklng for
the students. Upon completlon of a structure the Clty would lmplement
a preferential parklng zone to encourage students to park off street.
The resldents petltloned to change Grant Street to one-way ln
order to mltlgate the problems of lndlvldua1s drlvlng up and down the
street and turnlng in and out of driveways to get a parklng space.
Staff has analyzed the request and determlned no signlficant lmpact
to trafflc clrculatlon wlll occur. The traffic volumes on parallel
streets may experlence S11ght lncreases ln traffic volumes. One
hundred percent of the affected resldents are In favor of the change.
Staff has notlfled all resldents on Grant Street and the two streets
parallel to Grant, Bay and Paclflc Streets of tonlghts meetlng.

counts on the three streets Involved so we understand the relatIve volume
that we're deal ing \"ri th. I will ask ~'lr. Scholl & ~lr. DaVIS to work with
some of my staff and we will convene a meeting and invite everybody there.
And we \-all layout loIi1at we are propOSIng. The Staff belIeves thIS recornmen-
datlOn to be a proper one, but we ObvlOusly hear your concern about full
nelghborhood notlficatlon and I'm sure :..fr. Warner is - and his neighbors -
want to both see somethIng passed but also be sure that once It's passed,
it stays passed. l\'bat we saw up on Kashmgton St. lvith somethIng got adopted
and because there Nas some lack of corrmn..mlcatlon \-lith some of the adJacent
neighborhoods, It got adopted but dIdn't stay adopted. So all of our Interests
are in permanent solutIons to your concerns, and a permanent solution to your
concerns that also is In concert WIth vour neiahbors So, if I may make a

YG: I appreciate your concern and I think the Councilmembers feel that they
want to have this decided upon within the month. Hopefully ~ we won't have
any concerns "vithin the next month, but we feel we need this additlonal
month to assure ourselves addit10nal notificat1on. Q.l Press.
PRESS: I Just wanted to ask that - I would hope - whIle I think tllat the
concern of the ne1ghbors that hve on that block 15 the nlUTIber one concern
that we should be addresslllg~ I would also hope that there would be some
representation from the Student .Association and also from the College admin-
IstratIon. I would hope they were Involved in the discussion up to this
point and that they would be at this weeting also so ~~ have some input from...

matter WIth the student representation. I dIscussed earlier traffIC concerns

and I thInk to be straightfonvard about it their interests tend to diverge
from those of the adjacent neighborhood. And I would not recomend that they
come to the same meeting. That interaction has not ahvays been productive
In the past. But I ".;ill insure that:MT. Scholl and Mr. Davis 1nfOlln the
representatives of the student government, and If they choose to meet K1th
us M~ J 11 be happy to discuss 1 t l.d th them. They are not overly pleased with
our dIScuss10n to put up a parking structure and increase thelT parkIng fees.

traffIc count there~ that we have a traffic count It there that is mean1ngful -
that is during the tl1lle ,...'hen they are ln session. Can l'i-e do that 1n the next
week? Can we get that traffIc count?

which might make a traffic count (they start Fnday of next week?) We will do
a traffic count when a traffic count will be valid. I don't thInk we need to
try and thrash that out now.

is unbearable. :-Jm... \-ve've called this to the CIty'S attention (YG: :vir. Turanetto
you're out of order and I really have to call you that way) I'm a taxpayer,
I've been there since '41 and I am entItled to say something. We l.<fere there
before the college was put up. ::l"mv these young people here have never been
in that neIghborhood in 1941. We moved In a peaceful neighborhood whIle the
college was \iay up on Pico B1 vd. knov.n as Santa J'vtonica Tech. NOll! you have an
enormous college and It'S created an enormous traffIC problem on all those
streets In that area and one of these days, one of these youngsters will be
killed. And then Gentlement like this one \Hll have it on hIS conscience the
rest of hIS life. And thIS we have to stop (another short line - can't make It out)..

YG: Well, I'd simply lIke to say I'd like to facilItate the Interests of
the students when It comes to education, when it comes to Plass transIt, V.nen
it comes to being good resIdents in our City --- I'm not interested in facil-
itating theIr needs \\ihen it comes to parking and traffIc in that area - Just
lIke I'd ~ch rather protect the needs of the residents on WashIngton than I
would the people who drIve tllrough. That's Just a principle I have about
traffic that I'd lIke to reiterate tothe staff. One of the agreements that
we made WIth the college was that along l.;i th this parking structure was going
to mass transit programs. .4nd that's the k~d of faCIlItation of transpor-
tation \-lie ought to be dOlng for the students, not helping them to park on
the adJoinIng neIghborhood. OK. We don't need a motIon then, the staff IS
taking this on?
REED: Maybe lie should have a motion to make it specific that this will be
continued and returned In 4 weeks time or less. And the purpose of the
contInuance 15 for additIonal meetings 1,\"ith reSIdents of the adjacent streets
