Backgound The resldents along Grant Street petitioned Clty Staff for preferentlal parklng due to Santa Monica College students parklng In the nelghborhood and the assoclated problems they caused. Staff met wlth the local residents and subsequently came to an agreement the Clty of Santa Honlca and Santa Bonica College would work together to provlde addltional off-street parklng for the students. Upon completlon of a structure the Clty would lmplement a preferential parklng zone to encourage students to park off street. The resldents petltloned to change Grant Street to one-way ln order to mltlgate the problems of lndlvldua1s drlvlng up and down the street and turnlng in and out of driveways to get a parklng space. Staff has analyzed the request and determlned no signlficant lmpact to trafflc clrculatlon wlll occur. The traffic volumes on parallel streets may experlence S11ght lncreases ln traffic volumes. One hundred percent of the affected resldents are In favor of the change. Staff has notlfled all resldents on Grant Street and the two streets parallel to Grant, Bay and Paclflc Streets of tonlghts meetlng. JU/j 11l - GS:SS:RD:db. Why we don It \ve get some traffic counts on the three streets Involved so we understand the relatIve volume that we're deal ing \"ri th. I will ask ~'lr. Scholl & ~lr. DaVIS to work with some of my staff and we will convene a meeting and invite everybody there. And we \-all layout loIi1at we are propOSIng. The Staff belIeves thIS recornmen- datlOn to be a proper one, but we ObvlOusly hear your concern about full nelghborhood notlficatlon and I'm sure :..fr. Warner is - and his neighbors - want to both see somethIng passed but also be sure that once It's passed, it stays passed. l\'bat we saw up on Kashmgton St. lvith somethIng got adopted and because there Nas some lack of corrmn..mlcatlon \-lith some of the adJacent neighborhoods, It got adopted but dIdn't stay adopted. Hopefully ~ we won't have any concerns "vithin the next month, but we feel we need this additlonal month to assure ourselves addit10nal notificat1on. Q.l Press. PRESS: I Just wanted to ask that - I would hope - whIle I think tllat the concern of the ne1ghbors that hve on that block 15 the nlUTIber one concern that we should be addresslllg~ I would also hope that there would be some representation from the Student .Association and also from the College admin- IstratIon. I have not discussed this matter WIth the student representation. I dIscussed earlier traffIC concerns ........ and I thInk to be straightfonvard about it their interests tend to diverge from those of the adjacent neighborhood. NOll! you have an enormous college and It'S created an enormous traffIC problem on all those streets In that area and one of these days, one of these youngsters will be killed. We could count that - ""eek~ YG: Well, I'd simply lIke to say I'd like to facilItate the Interests of the students when It comes to education, when it comes to Plass transIt, V.nen it comes to being good resIdents in our City --- I'm not interested in facil- itating theIr needs \\ihen it comes to parking and traffIc in that area - Just lIke I'd ~ch rather protect the needs of the residents on WashIngton than I would the people who drIve tllrough. That's Just a principle I have about traffic that I'd lIke to reiterate tothe staff. One of the agreements that we made WIth the college was that along l.;i th this parking structure was going to mass transit programs. .4nd that's the k~d of faCIlItation of transpor- tation \-lie ought to be dOlng for the students, not helping them to park on the adJoinIng neIghborhood.
