" - ThIS report recommends that the CIty Council authorize staff to re-energize streetlIghts In certaIn areas of the City where lIghts were turned off for energy conservatIon purposes several years ago. Background In 1974, the CIty CouncIl dIrected staff to reduce energy consumptIon by turnIng off approxImately one-third of the streetlIghts in the City and Institute various energy conservatIon measures In CIty faCIlItIes. ThIS actIon was taken in response to the OPEC all embargo WhICh dIsrupted 011 supplIes natIonWIde. ApprOXImately 500 lights, or one-fourth of the CIty'S total number of streetlights, were turned off In commerCIal areas. In 1979, the City CounCIl authorized staff to restore streetllghting to those streets WhICh are heavily traveled (over 15,000 vehicles per day) or have at least 25% of buslnesses open at nIght. ThlS resulted in turnlng on the lights on LIncoln Boulevard, WIlshire Boulevard, PICO Boulevard, Ocean Park Boulevard and MaIn street. t, -I JUll u li84 - 1 - GS:SES:NB:ZH . These l~ghts are located on Santa Monlca Boulevard, Ocean Avenue and Barnard Way. In response to a recent request from a busIness on one of these streets, staff has examlned the cost of turnlng on all the remaining Ilghts. The pr1nclpal ~nitlal cost assocIated wlth turning the lIghts on 1S the cost of convertIng each lamp from a 400-watt mercury vapor to a 360-watt hIgh pressure sodlum vapor lamp. Th1S conversion IS cons1stent w1th the CIty'S program to convert all Incandescent and mercury vapor lamps to more efflClent hIgh pressure sod1um vapor lamps WhICh provide more light and use less electr1city. The cost of converSIon 15 approx1mately $20 per lamp, or a total of $2500 for all 125 lIghts. Labor for the converS1on and restoratIon WIll be provIded by CIty forces. AccordIng to the Ed1son Company, the cost of electricIty for operatIng the lIghts 1S estImated to be $16.00 per month per light or a total of $24,000 per year for the 125 lIghts. Th1S amount 1S approx1mately 5% of the current streetl1ght electr1c1ty budget Wh1Ch is $500,000. The cost of electr1c1ty for streetlIght1ng is expected to 1ncrease at the same rate as electr1c1ty for other reSIdentIal or commerC1al uses, or an est1mated 10-15 percent next year. It IS recommended that the converSIon and restoratIon of these lIghts be performed In equal Increments over a 12-month period, WhICh would permIt the work to be done with eXIstIng staff and result in mInImal dIsruptIon to other CIty electrical proJects. ~udge~/Flnanclal ~mp~ct The InItIal capItal cost of turnIng the lIghts on IS estImated at $2500. The cost of electrIcity to operate the lIghts during the fIrst year IS approxImately $12,000, or one-half of the annual cost of $24,000, due to the phased restoration schedule. Therefore, the cost of restorIng full streetllghtlng IS estunated at $14,500 for the fIrst year. ThIS represents 3% of the $500,000 budgeted for streetlIght electricity In the 1984-85 Electrical FaCIlItIes DIviSIon budget. The budgeted amount IS based on several assumptIons, IncludIng 15% energy cost saVings due to recent streetlIght converSIons and a prOjected 15% electrIcity rate lncrease, that make It dIffIcult to precisely estImate how much money w1Il be requIred for streetlIght electrIc1ty th1s year. There 1S sufflcIent appropriatIon authority In the Electrlcal FacilItIes DIviSIon budget to cover the additional cost thIS restoratIon WIll create durIng the fIr st half of FY 1984-85.
