The streets are: Group A 24th Streett P,eo Boulevard to Pearl Street Franklin Avenuet Northerly C,ty Limits to C,ty ReserVOlrs Ashland Avenue, 4th Street to 6th Street 15th Street, Broadway to Colorado Avenue Harvard Street, Montana Avenue to Wilshire Boulevard Delaware Avenuet Stewart Street to Warwick Avenue Pine Street, L,ncoln Boulevard to 7th Street 10th Street, at Ashland Avenue Lincoln Blvd., Santa Monica Blvd. to Colorado Avenue 7th Street, Colorado Avenue to Olympic Blvd. Westbound Group B Lincoln Boulevardt Olympic Boulevard Westbound to Colorado Avenue A map ShOWl ng the 1 oeat i on of the streets wi 11 be posted ,n the Counc, 1 Chambers for the Council meeting. BACKGROUND Res,dents' petltlons for streetlights were accepted by the C,ty Counc,l. A commerclal assessment di stn ct was formed for L i nco 1 n Boul evard and 7th Street and a residentlal assessment district for the remalning streets. These are included in Resolutions 7872 and 7934, which describe all ten streets. A Notlce Invltlng Blds for the constructlon was publlshed on January 11, and 12, 1990 ln the Evemng Outlook and ln four construction journals. Blddlng packages were requested by ten contractors and were also forwarded to ten ml non ty and women owned buslness associations. Five bi ds were received, opened, and and read publicly on February 13, 1990 by the Deputy City Clerk. The bids were as follows: Paxln Electrlc Inc. . . . . . . . . . . . . . $ 348,475.00 C.T. & F. Paxin Electric has notified the City that they can not comply with the provisions of the 1911 Act in regards to the payment schedule because thelr copy of the bl d documents was mi ss i ng seven pages. The Cl ty Attorney has concluded that since the City was not notified during the bid process so that the misslng pages could be made available, the bld of Paxin Electric shall stand. Failure to execute the contract after award by Council wlll result in the forfeiture of Bid Bond. Staff wlll then recommend to Council to award to the next lowest responsible bldder. - 2 - - . . f . BUDGET/FINANCIAL ANALYSIS The following percentages of costs are proposed to be assessed to commerclal and residential property owners in accordance with City polley: Amount Assessed Against Commercial Property 100% of front footage cost 40% of side footage cost Amount Assessed Against Residential Property 50% of front footage cost 20% of slde footage cost (Only 20% is assessed on side footage to limit the impact on corner properties as per City Council direction) The City will pay for the remainder of the cost.
