Subject: Award of Contract for the Installation of New Traffic
Signals and Upgrading of Existing systems at various
Locations Phase III
INTRODUCTION
This report requests Council to award a contract for traffic signal
installation and modernization, and associated street work to PaX1n
Electric, Inc. , the lowest responsible bidder, in the amount of
$662,230.00.
BACKGROUND
Federal Aid Urban (FAU) funds and Los Angeles county (FAU) funds
have been appropriated for the upgrade of traffic signals at
various locations in the city. Work consists of installation of
new signals, new controllers, new pedestrian indicators, general
hardware upgrade and street work associated with the signal
installation at pico Boulevard and 28th street, including
interconnects on Olympic Boulevard, 11th street and portions of
pico Boulevard. (See attached map) .
The traffic signal portion of the project is being financed 100% by
Federal Aid Urban Funds. The street work portion of the project is
being financed approximately 86% by Federal Aid Urban funds and 14%
from the City's General Fund. The federally-funded portion of the
project will be a combination of city of Santa Monica and County of
Los Angeles FAU allocations. 6-F

A Notice Inviting Bids was publ1shed May 24 and 25, 1990 in the
Evening Outlook and in four construction journals. Notices were
also sent to eight DBE associations. Plans and specifications were
issued to five contractors. Bids were opened and read publicly on
June 25, 1990, by the Deputy City Clerk.
Two bids were received as follows:

Steiny & Company...................... $795,950'00
City Engineer's Estimate . . . . . . . . . . . . . $670,000.00
Three references were provided by the contractor in the bid
package. staff received positive comments on the work performed by
the contractor from these references.
BUDGET/FINANCIAL IMPACT
Funds Required
Contract - Signal Work $606,050.00
Contract - Street Work 56,180.00
Contingencies 41,030.00
Total $703,260.00
Appropriation authority is available in Account No.
43-770-416-22187-8918-99140 in the amount of $694,081.00 and
Account No. 01-770-416-22187-8918-99140 in the amount of $9,125.00.
RECOMMENDATIONS
It is recommended that the City Council:

l. Award a contract for the installation of new traff ic signals
and the upgrade of existing systems at various locations (Phase
III) to paxin Electric, Inc. the lowest responsible bidder, in the
amount of $662,230.00.
2. Authorize the City Engineer to issue any necessary change
orders and complete additional work to the extent of funds
available in accordance with the Administrative Instructions on
Change Orders.
