Subject: Neighborhood Traffic Management Plan for Area
bounded by Montana Avenuet Wilshire Boulevard,
20th and 26th Streets.
INTRODUCTION
This report recommends City Council instruct Staff to install
Traffic Undulations on Washington Avenue between 20th and 26th
Streets and 23rd Street between Washington Avenue and Wilshire
Boulevard, remove the traffic diverters on Washington Avenue, and
allocate $4,000 to the subject changes.
BACKGROUND
At the March 9th Council Meeting Staff was instructed to
develop a Neighborhood Traffic Management Pl an for the area
bounded by Montana Avenue, Wilshire Boulevardt 20th and 26th
Streets and to involve the public in the decision making.
On Monday, April 12th Staff met with about 120 residents of
the subject area at Franklin Elementary School to discuss
Neighborhood Traffic Management, existing traffic volumes in the
area and to take public input. The fi nal outcome of the meeting
was the formation of a Neighborhood Traffic Management Planning
Committee comprised of 2 residents each from California,
Washington, and Idaho Avenues, 5 residents from the north-south
streets, and 1 resident outside the neighborhood.

Staff met with the Planning Committee on Monday, April 19th to
develop a Traffic Management Plan for the entire neighborhood.
The Committee discussed leaving the diverters on Washington
Avenue, developing a diverter plan for tne entire neighbornood
and installing trafflc undulations (raised sections of pavement
which cause driver discomfort when traversed at speeds in excess
of 25 mph) on several streets and removing the traffic diverters.
The Planning Committee endorsed the concept of install i n9
traffic undulations on Washington Avenue between 20th and 26th
Streets and on 23rd Street between Washington Avenue and Wilshire
Boulevard and removing the traffic diverters on Washington
Avenue. The Planning Committee wi" meet 30 days after the
undulations have been installed to determine if additional
traffic control devices should be recommended for installation.
The Traffic Management Plan was presented to the publ ic on
Mo n d ay , April 26th at Franklin Elementary School. There were
approximately 150 people in attendance. The outcome of the
meeting was the unanimous support of the Planning Committee's
proposal. Washington Avenue residents are still concerned about
the effectiveness of the undulations. They recommended to augment
the undulation by reducing the roadway at the intersection of
20th and 26th Streets. This can easily be implemented by placing
the existing planter boxes in the parking lane on Washington
Avenue. The planters may easily be removed if any problems arise.

RECOMMENDATION
It is recommended Ci ty Council instruct Staff to install
undulations on Washington Avenue between 20th and 26th Streets
and on 23rd Street between Washington Avenue and Wil shire
Boulevard, remove the traffic diverters on Washington Avenue at
20th and 26th Streets, reduce the roadway width temporarily on
Washington Avenue at 20th and 26th Streets and allocate $4,000 to
do the work.
