Subject: Recommendation to Award a Contract to Sterndahl
Enterprises, Inc. for the Installation of Striping
Modifications on Main Street between Colorado
Avenue and the South City Lim1ts
Introduction
This report recommends that the city council award a contract in
the amount of $31,907.00 to Sterndahl Enterprises, Inc. , the
lowest responsible bidder, for the installation of striping
modifications on Main street between Colorado Avenue and the
south city limits.
Discussion
In order to implement the Main street Plan approved by the city
council in December 1991, the Council directed staff to restripe
Main Street from two lanes of traffic in each direction to one
lane of traffic in each direction. The proposed striping on Main
street includes a center two-way left turn lane, one lane of
traffic in each direction, and parking on both sides. There is
also space for the delineation of a bicycle lane. However, the
bicycle lanes will be installed after vehicular traffic has
adjusted to the new one lane striping configuration on Main
street. As Council directed, upon completion of this restriping,
staff will evaluate the impacts of this new pattern upon adjacent

streets and neighborhoods. Once that review is completed in late
1992, staff will return to council with a report and
recommendations.
This striping project will be coordinated with the planned
repaving of Main street south of Ocean Park Boulevard by General
Services late this year.
staff prepared plans and specifications, advertised and accepted
bids for striping Main street between Colorado Avenue and the
south city limits. Bidding packages for the installation of this
striping plan were requested by two (2) contractors. Two (2)
bids were received, and read by the Deputy city Clerk on May 22,
1992. The bids received were as follows:
Sterndahl Enterprises, Inc. $31,907.00
PCI-Paving Contractors Inc. $47,022.70
Staff has checked the references provided by Sterndahl
Enterprises, Inc. , the low bidder, and found Sterndahl's work to
be satisfactory.

As indicated in December 1991, no funds have been budgeted for
this project. staff recommends the Council transfer funds from
existing CIP account #01-770-416-28188-8917-99141 (street signage
Program) to CIP account #01-770-415-20092-8900-99375 (Main street
striping) for this project to proceed. This will leave about
$25,436.00 in the street Signage Program account which will allow
the installation of approximately 100 additional blue-on-blue
Santa Monica directional signs throughout the city.
Recommendation
It is recommended that the city Council:
1. Transfer funds from CIP account #01-770-416-28188-8917-
99141 to CIP account #01-770-415-20092-8900-99375 for the
purpose of installing striping modifications on Main street
between Colorado Avenue and South city Limits; and
2 . Award a contract to sterndahl Enterprises, Inc. , the lowest
responsible bidder, in the amount of $31,907.00; and
,
3. Authorize the City Parking and Traffic Engineer to issue any
change orders necessary to complete additional work to the
extent of funds available in accordance with the
Admin1strative Instruction on Change Orders.
