Service Charges
Introduction
ThlS report presents an ordinance for introduction and first reading oy
the City Council establishing new fees for the municipal refuse collection
service.

Background
The City Council, at its meeting of November 14, 1978, approved the staff
report recommending the increase of service charges for municipal refuse
collection. The approved recommended fee structure will provlde sufficlent
revenues for the refuse collection and disposal operation to remain on a
paying basis for three to four years. Attached is a copy of an ordlnance
implementing this recommendation. Staff submits this proposed ordlnance to
Council for introduction and first reading.
Recommendation
It is recommended that the City Council introduce for first reading the
attached ordinance.

Agenda ll-B: Presented at this time was a recommendation for approval
of a refuse rate ~ncrease and direction for preparation of the necessary
resolution and ordinance. Councilmember van den Steenhoven moved to
approve a refuse rate increase as provided in Fee Schedule No.2 submlt-
ted in staff report dated November 6, 1978 and direct the City Attorney
to prepare the necessary ordinance and resolution to effectuate increased
refuse service charges. During discussion, members of City Council
compllmented staff on their efforts in the areas of long range planning
and productivity as well as the excellence of the report. Second by
Councilmember Trives. After discussion, Councilmember Reed moved an
amendment that, rather than adopt a four-year refuse rate increase plan
as provi~ed in Fee Schedule No.2, the fee structure be revised to
provide a single family rate of $3.75 and be adjusted to generate the
income necessary to support the 2~ to 3 year plan. Second by Council-
member Scott. After discussion the amendment to the motion failed by
the following vote:
