SUBJECT: Resolution to Waive Bids for the Purchase of Traffic Signal Equipment
Introduction
ThlS report presents a resolution to the Clty Council to waive bids for the
purchase of traffic signal equipment to upgrade the intersection adjacent to
Santa Monica Place.
BacKground
On May 13, 1980, the Clty Council approved the plans to realign the Main
Street and Colorado Avenue intersection. The adopted plan required special
trafflc signal phasing to facilitate pedestrian and vehicular traffic on
Colorado Avenue adjacent to Santa Monica Place. The special signal timing
requlred modifications to a standard traffic Signal controller.
To help insure the arrival of the traffic signal controller prior to the
opening of Santa Monlca Place. the bid process should be waived, since the
bidding process will take several months. Staff is proposing to use Econo-
lIte hardware for the traffic controller and associated signal equipment,
since it matches existing adjacent equipment. The City has had excellent
experience wIth previously purchased traffIC control equlpment from Econolite.
Econolite equipment is considered the best in the industry and may be purchased
at a reasonable cost. The cost for the traffic slgnal controller and cabinet
i s $13.769. 40.

It is recommended the City Council adopt the resolution to waive bid procedure
and authorize the City Manager to negotiate directly for the purchase of
traffic signal equipment for the lntersection adjacent to Santa Monica Place.
It is further recommended the Counc,l direct that payment is to be made utilizin9
Redevelopment Agency Funds.

CITY COUNCIL SERIES
A RESOLUTION OF ~1E CITY COUNCIL OF THE CITY OF SANTA
MONICA WAIVING BID PROCEDURE AND AUTHORIZING THE CITY
MANAGER TO NEGOTIATE DIRECTLY FOR THE PURCHASE OF TRAF-
FIC CONTROL EQUIPMENT FOR T~E INTERSECTION ADJACENT TO
SANTA MONICA PLACE.

W~EREAS~ the Santa Monica Place is to open the second of October~
1980; and
WHEREAS~ special traffic control equipment has to be designed to
adequately facilitate the trafflc adjacent to Santa Monica Place; and
WHEREAS~ to seek competitive bids for said equipment would delay
the ordering of the equipment; and
WHEREAS~ the delay caused by competltlve bids would not allow for
the delivery of the traffic control equipment prior to the Santa Monica
Place opening.
NOW~ THEREFOR~~ THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the purchase of the
requ1red equipment 15 of necessity to the City and that to so1icit bids wou1d
cause delays in the ordering and delivery of the traffic control equipment.
SECTION 2. That the City Manager is authorized to purchase the re-
quired traffic control device equipment without calling for bids.
SECTION 3. The Clty Clerk shall certify to the adoption of this
resolution and thenceforth and thereafter the same shall be in full force
and effect.
